Further discussion with the City Engineer on the Gateway traffic study report suggests <br /> that a four lane road is not a requirement for future Gateway development. Accordingly, <br /> it would appear that Feasibility Report Alternative C1 could be dropped from <br /> consideration if functionality were the only criterion. With Alternative C2 also rooted in <br /> an alternative four lane design, it could be dropped from consideration as well. <br /> B. The Feasibility Report identified several potential roadway enhancements for the Phase II <br /> West Round Lake Road reconstruction project, including a bituminous trail, landscaping, <br /> irrigation, and street lighting. Staff urges Council to consider the addition ofa six foot <br /> concrete sidewalk on the east side of the newly constructed roadway as a baseline rather <br /> than an enhancement item. The Phase I project (Highway 96 intersection) currently has a <br /> sidewalk planned for this segment. In addition, several affected property owners have a <br /> current level of pedestrian/employee traffic. Winter snowplowing of this sidewalk would <br /> be a policy issue and/or a maintenance cost item. <br /> C. The City Administrator and City Engineer met with West Round Lake Road property <br /> owners on October 29, 1998 to informally discuss proposed construction plans and gather <br /> . input from the property owners. Apparently, the strongest opinions from these property <br /> owners were incorporating a sidewalk into the design, a preference for a two lane <br /> undivided road with a center turn lane rather than a divided road with a raised median and <br /> turn lanes, and incorporating streetlighting into the design. <br /> D. The City Engineer has directed American Testing to conduct expanded soil boring tests <br /> along the proposed reconstruction path. Thus far, results from the tests are not available. <br /> However, in a worst case scenario, if the quantities of bad soil are of such a level, the <br /> financial viability of a reconstruction project may need to be re-evaluated. <br /> E. At a November 2, 1998 staff meeting, the City Engineer was directed to prepare two <br /> alternatives for Council consideration at the November 9, 1998 regular Council meeting. <br /> These alternatives are: (I) previous "B" (two lane divided with raised median) as revised <br /> by refined cost and funding estimates and; (2) new alternative "D" (two lane undivided <br /> with center turn lane; forty-four foot (14', 16', 14') roadway. City Engineer Brown has <br /> prepared an Addendum, dated November 4, 1998, to the initial Feasibility Report to <br /> augment the previously issued report. <br /> . <br />
