<br /> JOINT POWERS AGREEMENT <br /> FIRE PROTECTION BOARD . <br /> SHOREVIEW . ARDEN HILLS. NORTH OAKS <br /> 1.0 Parties. The parties to this Agreement are the City of Shoreview, the City of Arden <br /> Hills, and the City of North Oaks, all herein collectively referred to as "Cities". <br /> 2.0 Authorization. This Agreement is entered into pursuant to each City's authority to <br /> promote the health, safety and welfare of its citizens (M.S. 412,221, Subd. 32), to provide for fire <br /> protection (M,S, 412.221, Subd. 17), and to exercise jointly those powers which each City possesses <br /> individually (M.S. 471.59). <br /> 3.0 PurDose. Each of the cities purchase fire protection service from the lake Johanna <br /> Volunteer Fire Department ("Fire Department"). Consequently, from time to time, there are issues <br /> relating to the scope and delivery of fire protection services which are of common interest to the Cities <br /> and the Fire Department The purpose of this Joint Powers Agreement is to establish a Joint Fire <br /> Protection Board which can more efficiently address common issues and to define the Board's <br /> composition, duties and duration, <br /> 4.0 Establishment. AJoint Fire Protection Board is hereby established and shall be known <br /> as the Shoreview, Arden Hills, North Oaks Fire Protection Board (herein the "Fire Board"), <br /> A. ComDosition. The Fire Board shall have eight (8) voting members comprised of the <br /> following: <br /> 1. A City Council Member from each City, or the City Council Member's alternate, . <br /> as appointed by the appropriate City Council. <br /> 2. Each City's Chief Administrative Officer. <br /> 3. The Fire Chief of the Fire Department and one (1) other member of the Fire <br /> Department, or their respective alternates, as appointed by the Fire Chief. <br /> B. Terms of Office, Each Fire Board Member shall serve a two (2) year term of office. <br /> Fire Board Members shall not be compensated, <br /> C, Vacancies. A vacancy shall exist if any of the following occur: <br /> 1. Death; <br /> 2, Disability to such extent as would not allow the member to otherwise perform <br /> the obligations of a Fire Board Member; and/or <br /> 3. Resignation. <br /> Vacancies on the Fire Board shall be filled by the Fire Chief or City Council as may be <br /> appropriate to the vacant seat Newly appointed board members shall serve for the <br /> remainder of the term which became vacant <br /> 1 . <br />
