DRAFT ARDEN HILLS CITY COUNCIL - NOVEMBER 9, 1998 3 . Councilmember Aplikowski asked, if the Metropolitan Council were to no longer exist, could the program stand on its own. Mr. Ringwald stated the City could still elect to continue to pursue the goals or choose to be even more stringent in trying to influence them. Councilmember Malone pointed out that the Metropolitan Livable Communities Act is a statute and, even without the Metropolitan Council, the statute will continue, MOTION: Councilmember Larson moved and Councilmember Keirn seconded a motion to adopt Resolution #98-67, allowing the City of Arden Hills to continue to participate in the Metropolitan Livable Communities Act for the calendar year of 1999, The motion carried unanimously (5-0). C. Planning Case #98-28, Comprehensive Plan Update Mr. Ringwald explained that Staff requests approval of the State-mandated update to the Comprehensive Plan. Minnesota State Law requires the Comprehensive Plan be updated by December 31, 1998. Pursuant to this mandate, the City Council directed the Planning Commission to prepare an update to the Comprehensive Plan. To assist the Planning Commission and Staff in the preparation of this update, the City hired the finn of McCombs Frank Roos Associates, Inc. (MFRA). . The Planning Commission, at its Wednesday, November 4, 1998 meeting, recommended approval of Planning Case #98-28, Comprehensive Plan Update, subject to several modifications by Staff, consistent with direction provided. The Planning Commission also requests that the City Council authorize the document be forwarded to the adjacent communities and the Metropolitan Council to initiate the outside review process. Although the City is required to have the Plan to the Metropolitan Council by the end of the year, the City may request an extension, Mr. Ringwald noted a suggestion was made during the Planning Commission meeting to include an article in an upcoming City newsletter infonning the public of the Comprehensive Plan update and solicit comments. The Metropolitan Council review period is 60 - 120 days, so this will allow time for public comments to be received by the City CounciL The public comments will be treated the same as comments received from others reviewing the Plan, such as Ramsey County and the School District. Mr. Ringwald invited Meg McMonigal, MFRA, to present a brief summary of the major components of the updates to the Comprehensive Plan. ~ _n.... _ . Ms. McMonigal explained that the Comprehensive Plan is made up of nine chapters and presented a summary of each of these chapters. Chapter 1, Introduction, contains history, background data and infonnation about the City, Nothing new was added to this chapter. . Chapter 2, Overall Goals, lists the City's goals, each of which are related to specific chapters within the Comprehensive Plan. The goals are not listed in order of importance, rather they are in the order of the related chapters of the Plan.
