Mr. Ringwald stated if, with the comments and suggestions made this <br /> evening, the Council feels there are major changes to be made, the Planning Case could be <br /> tabled. In order to keep the process moving, the Council may consider approval ofthe Planning <br /> Case with suggested amendments. The City may request an extension, but it is important to stay <br /> on track since there are other City projects requiring Staffs attention, <br /> Mayor Probst asked for confirmation that Council approval will start the 60-day review process <br /> and this will allow time for citizens of Arden Hills to make comments and/or suggestions and <br /> any necessary action be taken, Mr. Ringwald stated this is correct and reiterated that any <br /> substantive comments received from the public will be treated the same as those received from <br /> other sources such as Ramsey County and the School District. <br /> Councilmember Malone pointed out, once approved, the Plan can be amended as needed. The <br /> document is intended to be a general outlook at the City's plan for the next 10 years, He <br /> suggested this be made clear at the beginning of the document. The City is not locked into any <br /> certain schedule and the numbers provided are to be approximate. Ms. McMonigal offered to <br /> review the text and, when appropriate, add words such as "tentative" to tone down some ofthe <br /> language and not be as specific. <br /> Mayor Probst suggested adding a Preface to the document explaining the general nature of the <br /> Plan, <br /> Mr, Ringwald concurred with these suggestions, He noted things may happen in the future . <br /> which will influence whether some of the projects are addressed as planned, Items such as the <br /> parkway were included to ensure, even if they are not accomplished, they were at least discussed <br /> during the capital improvement process, Councilmember Aplikowski agreed and noted that <br /> some dates, such as play structure replacement, may be too specific. She suggested using a range <br /> of dates, Mr. Ringwald indicated Staff has considered using the term "tentative replacement <br /> date" in order to be more general. <br /> Councilmember Larson suggested stronger language be used in the Protected Resources section <br /> stating the City will not allow discharge of storm water into the lakes from new street <br /> construction. He also indicated that he agrees with the idea of a Lake Water Quality Task Force <br /> and again suggested stronger language be used in the recommendations of the Task Force in <br /> order to express the City's commitment to improve lake water quality, <br /> Councilmember Aplikowski stated, although she agrees that a Task Force should be developed, it <br />.... should not appear in the document as a mandated item, <br /> Councilmember Larson referred to the Goals and Policies section of Chapter Six and suggested <br /> adding the following statements: <br /> L To the end of goal number four, add "and discourage the addition of any new direct <br /> sources of run-off into City lakes." . <br /> 2. To the end of goal number eight, add "and implement its recommendations." <br />
