<br /> DRAFT <br /> ARDEN HILLS CITY COUNCIL - NOVEMBER 9,1998 9 <br />. Councilmember Keirn referred to the suggested addition to goal number eight and noted <br /> recommendations for implementation must be within reason and suggested there needs to be a <br /> qualifier. <br /> Mayor Probst suggested the statement should read "and take steps to implement its <br /> recommendations. " <br /> Councilmember Larson concurred with this suggestion. He indicated that he would like to see <br /> the City take a strong stand with regard to the water quality of the lakes. In the past, there has <br /> been a great deal of storm water dumped into the lakes and this needs to be prevented in the <br /> future. <br /> Mayor Probst expressed his agreement with Councilmember Larson and noted the Council had <br /> previously identified the need for a Lake Water Quality Task Force. <br /> Councilmember Keirn concurred and pointed out that this has been discussed at previous retreats <br /> and it was felt that the City did not have the Staff time or resources to dedicate to this issue. <br /> Councilmember Aplikowski stated, with the creation of a Task Force, the whole process of water <br /> quality review will develop. However, she does not want it to be mandated to be done within <br /> five years. <br />. Mayor Probst agreed that the goal should not be to mandate but to give direction. <br /> Councilmember Larson concurred and asked for confirmation that Staff will include an <br /> appropriate statement according to this discussion. Mr. Ringwald agreed. <br /> Mayor Probst stated the request from Staff is for the Council to approve the Comprehensive Plan <br /> update and it is his desire to move forward with the process without officially closing off the <br /> opportunity for additional comments. <br /> MOTION: Councilmember Malone moved and Councilmember Aplikowski seconded a <br /> motion to approve, in general concept, Planning Case #98-28, Comprehensive <br /> Plan Update, with the suggested amendments, The motion carried unanimously <br /> (5-0), <br /> Mayor Probst stated the Comprehensive Plan update required a tremendous effort and he <br /> complimented Staff on having done an excellent job. He suggested, if Staff has a record of all <br />~ - ,. , those who have participated in the process, letters of appreciation should be sent to them, <br /> A. Human Rights Activity Update - Sushila Shah <br /> Sushila Shah, Arden Hills Liaison to the State Department of Human Rights, reported the <br /> Department of Human Rights has established 52 commissions throughout Minnesota in an effort <br />. to reduce hate violence throughout the State, She suggested the City of Arden Hills learn what <br /> other cities are doing in this effort. She presented the Council with handouts and packets of <br /> information provided to help identify activities available to help promote human rights. <br /> . <br />
