Dr',;'/ CT
ARDEN HILLS CITY COUNCIL - NOVEMBER 9, 1998 '-~"\-",, i'4Li 19
. l. Levy Limits
2, Sales Tax
3. Transportation Funding
4. Metropolitan Governments
5. Revenue Diversification
Mr. Fritsinger pointed out the LMC does not deal with metropolitan government issues so
priority number four will not apply to this issue, When looking for a comparison, item SD-1,
Redesigning and Reinventing Government discusses the philosophy of how governments do
business.
Mr. Fritsinger pointed out an issue not previously discussed is item FF -7, Payments for Services
to Tax-Exempt Property. He suggested the Council may want to consider this item.
Councilmember Malone stated the list of items he felt were important were FF-7, LE-17,
Tumbacks of County and State Roads, LE-25, Platting Law Recodification, SD-2, Unfunded
Mandates, and at the item listed at the bottom of the form, Personnel, Pensions, and Labor
Reviews,
Mayor Probst stated his interest would be to compare the list from AMM to the list from LMC
and determine the overlaps. He suggested that the items of interest which overlap may receive
more attention,
. Councilmember Larson indicated, as he went through the list, he came up with essentially the
same list as Mr, Fritsinger. He stated an additional item he identified as a priority is item FF-7.
Item FF-14, Capital Improvement Fees, also appeared attractive,
Councilmember Aplikowski stated she agrees with the priority of item FF-7. She indicated her
next pick was a toss up between items FF-5 and FF-l. Her third priority would be anything
dealing with transportation such as item LE-15, Other items she fell were important are SD-l
and Electric Deregulation, She noted she is not sure that the Election Deregulation affects Arden
Hills.
