MEMORANDUM <br /> DATE: November 20, 1998 <br /> TO: Brian Fritsinger, City Administrator <br /> FROM: Dwayne Stafford, Public Works Director ~ <br /> SUBJECT: Lift Station #3 Contract Award <br /> Backerollnd <br /> The City of Arden Hills Public Works Department had identified eight (8) of its fourteen (14) <br /> sanitary sewer lift stations as candidates for upgrading. Most of these stations were installed in <br /> the early 1960's and are of the metal, prefab tank type where all pumps, controls, and accessories <br /> are mounted within the tank and buried from 20 to 30' below ground, <br /> The Public Works Department had budgeted $60,000 bi-annually for the upgrade ofthese <br /> stations to safer, simpler, submersible pump style stations, with the intent of continuing the <br /> upgrades until all stations have been upgraded, <br />. lJpgradillr Rid Results <br /> At the October 13, 1998 City Council meeting, Council approved a request by the Public Works <br /> Director to seek bids for the upgrade of Lift Station #3, The City advertised and received seven <br /> (7) bids for the upgrade. Those bids were opened and tabulated on Friday, November 6, 1998, by <br /> the City Engineer and the Public Works Director. <br /> A breakdown of the bids showed all seven (7) contractors were in the ball park on some items yet <br /> costs for mobilization ranged from $2,000 to 10,270, Costs for the Lift Station structure itself <br /> ranged from $11,906 to $61,160 and costs for the electrical equipment ranged from $3,500 to <br /> $32,400. <br /> Low Bidder <br /> The low bidder on the project was, Jay Brothers Inc. of Forest Lake, Minnesota at $69,593, Jay <br /> Brothers has done work in the past for the City, Several problems with workmanship occurred on <br /> those projects. However, Jay Brothers did correct those problems, <br /> With that history in mind and the wide range of bids received the City Engineer asked that Jay <br /> Brothers Inc. provide references on other lift station work they have done as well as the <br /> following: <br /> . A complete list of subcontractors and work to be performed by each <br /> . A detailed work schedule <br /> . Details on Control Panel they intend to install (Jay Brothers Ine, bid on this item <br />. seemed extremely low) <br />
