<br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER I, 1999 <br /> <br />DRAfT 12 <br /> <br />The motion carried unanimously (5-0). <br /> <br />. <br /> <br />This Planning Case will be reviewed at the Monday, September 13, 1999, City Council meeting. <br /> <br />PLANNING CASE #99-16 - ARDEN MANOR - 4605 NORTH PRIOR AVENUE- <br />SPECIAL USE PERMIT - PUBLIC HEARING <br /> <br />Chair Erickson opened the public hearing at 9: 10 p.m. <br /> <br />Ms. Randall explained that the applicant was requesting approval of an amended Special Use <br />permit for Arden Manor Mobile Home Park. The mobile home park is located north of Highway <br />96, west of highway 10, and east ofI35W. <br /> <br />Arden Manor is currently operating on a special use permit which was issued in 1971 with <br />Planning Case #71-21. This did not include the already existing (north portion) mobile home <br />park. Several amendments to the special use permit have been approved since; however, they <br />have never included the north portion of the park. R-3 Zoning, the Zoning District of the mobile <br />home park, requires that mobile home parks have a special use permit. Since this portion of the <br />mobile home park was in existence prior to the City Zoning Ordinance, it could exist so long as <br />no modifications were made. <br /> <br />Over the years, and last few months, Arden Manor has been taking steps to improve the northern <br />portion of the park by resurfacing the road and removing several aging single wide mobile homes <br />and replacing them with one double wide mobile home for every two single wide homes. <br /> <br />e <br /> <br />The northern area had a building dividing Banyan Street and Abele Street. This building has <br />since been removed. There was also a mobile home in the center of Abele Street on the west <br />end. This has also been removed. The road width remaining was approximately 70 feet wide. <br />The applicant was proposing to rename the newly resurfaced road Banyan Street. <br /> <br />The applicant was proposing to close off the section of road leading from Todd Drive to Abele <br />Street, which has been done, and if approved place a unit in this location. Due to the reduction in <br />overall units staff does not see a concern with adding a unit in the proposed location. Staff <br />would however, request a master plan be created. <br /> <br />Because the north portion of the park was not included in the special use permit in the past, there <br />were no site plans available for the area. Due to the changes made over the years, and potential <br />changes with the reconstruction of Highway 96, staff recommended that the applicant work with <br />staff to update the special use permit within the next two years. <br /> <br />The applicant was requesting that the north portion of the park be allowed the modifications of <br />the street, as well as replacing the single wides with double wides and adding the additional unit. <br />Upon review, staff felt that these were minor changes to the mobile home park and would be <br />improvements. In the past, parking was allowed on Banyan Street and Abele Street. These are . <br />very wide and accommodate on-street parking. Staff would recommend some striping be <br />incorporated to guide parking and driving directions. The Code requires 24 foot drive lanes and <br />9 foot by 18 foot parking stalls.
