Commission - Marcb 3. 1999 <br /> <br />Acting Chair Nelson stated that this Planning Case presents an interesting scenario. He indicated <br />that from a safety point of view he could understand why the City Council adopted the through <br />street alignment. However, since the residents prefer cul-de-sacs, the Planning Commission <br />would want to find an acceptable solution that will satisfy both the City and the neighborhood. <br /> <br />Mr. Rekuski noted that the temporary cul-de-sac would give Mr. Bachman access and, if the City <br />were to acquire the easement, it would allow for a through street in the future. Commissioner <br />Baker indicated that this option would still make lot three unbuildable. He asked Staff to show <br />where the lot line for lot three would be on Option A. Ms. Randall pointed out the lot line on the <br />overhead map. She noted that the blue and red lines on the map were the water and sewer lines <br />and the lot line would be the street. <br /> <br />Mr. Hohman, 3154 Shoreline Lane, noted that this issue involves the Bachman property and <br />asked why there had not been input from Mr. Bachman Senior or Junior. Acting Chair Nelson <br />stated that he had asked for their input and they had no comment. <br /> <br />Mr. Bachman stated that at this point the property is in a trust and there is no intention of <br />developing it. He expressed his belief that the option put forth by Commissioner Galatowitsch to <br />construct a cul-deTsac to the south leaving the dead-end to the north would make sense. Acting <br />Chair Nelson asked Staff if this option was something the City could consider. <br /> <br />Ms. Randall stated that, if the City finds this situation unique and wants the standards to be <br />different for the situation, it could be done. She indicated that snowplows, buses and other large <br />trucks might have difficulty maneuvering on the dead-end. <br /> <br />A resident in the audience stated that there is a dead-end sign at the road and, up until this time, <br />there have been no problems with trucks using the road and this would not change with a cul-de- <br />sac. <br /> <br />Mr. Evertz stated that the desire of the applicant is to develop the land in such a way to fit in with <br />the neighborhood and be at peace with the neighborhood. He noted that Mr. Bachman wants to <br />be left alone and, ~ince his land is in trust, it cannot be developed at this time. <br />Commissioner Baker stated that the City's Official Map currently has a workable solution in <br />place. He stated that he would not want the Planning Commission to come to a resolution for <br />something that do.es not work long-term and would automatically have to be revisited again. <br />Any decision made this evening must be a conceptually workable solution over the long term in <br />the event the Bachman property develops. <br /> <br />Commission Galatowitsch stated that she would like the City to come up with an option which <br />takes into consideration the desires of the residents on the southern half of Shoreline Lane and <br />leaves alone the *aight road to the north for the Bachman property. If in the future the <br />Bachman property develops the option of a cul-de-sac in this area could be considered at that <br />time. <br /> <br />Ms. Randall stated that this suggestion was similar to the applicant's proposal. The difference <br />would be that the applicant is not proposing to give up the northern property at this time and the <br />
