,

. April 21, 1999

Dear Brian:

Regarding reduction of the expected cost for media technology in the new Council Chambers, I think we are now
much closer to the budget goal. Please review the cuts we have made, our opinion of those cuts, and our
recommendations for proceeding.

Results of the Value Engilleermg are as follows:

. We have re-engineered how signals are developed at the lectern. This mixes some audio sources locally at the
lectern, which eliminates the need for a RGBHV switx:her with MY capabilities. No reduction in
functionality, but not as "clean" of an installation as originally.

. Grouped all audience speakers on one zone, reducing the audio zones required from three to two, and
eliminated one EQ and AMX volume control of the system. This will reduce the number of loudspeaker zones
in the room, but we do not expect that this will reduce functionality significantly. Some talkers may have
more difficulty being heard however.

. Simplified the switching to the modulator by eliminating the automation bypass switch. This provides less
flexibility to select a feed to the cable company, but will still function for basic needs.

. Reduced the SVHS VCR's from Sony PRO-Summer decks to consumer Mitsubishi units. These will still
work, but will have a shorter working life.

. Reduced the camera system by abandoning the recommended Sony, gen-lockable, CCU-style system that is
controlled via AMX, and replaced it with a less expensive Panasonic, security-style system. Conttol system is
basic and separate from AMX, sync system is handled within the SEG (no CCUs) cheaper and "weaker" lens
but the system maintains 3CCD. The compromise here is somewhat in the quality of the picture, but mostly in
the dynamics of the lenses and the control system. The pan/tilt is not as fast or as accurate as the
recommended system, and the pan/tilts makes noise that is a bit more audible when in motion.

. Reduced the SEG from a six input to a four input switx:her that each input automatically frame syncs. Logical
switcher layout is compromised.

. Eliminated Sen-Iock system. This can be done with the Panasonic camera system; hQWeVer, the addition of
some more equipment in the future will require an addition of this back in the system.

. Eliminated the color preview and program monitors. Color program monitoring can be viewed by sharing a
monitor with the off.air and rec mOllitor. This will require more switching at the monitor for previewing.

. High resolution monitor and all processing electronics to develop the preview feed at the presentation lectern
was eliminated, reducing the need for a matrix high resolution switcher within the system, as well as the
monitor itself. This will eliminate the ability for the presenter to preview materials before they are shown on
the. rear screen. To do this Or do some overhead camera focusing, Qr tape queuing, it will have to be done
more in the "public" view since it will be seen on the rear screen.

,CONSULTANTS AND DESI~NE~S
Au."
.~~~SVSlE~ ELECTRONIC. .

Asso<;IAlEDTECHNOlJ:)O~ ~ I.~ 1..-

40 MACKUBiN STREEl.
