BRW helped prepare a plan <br />that featured a parkway framework, <br />attractive residential neighborhoods, <br />office and business park locations, and <br />neighborhood parks, This pattern was <br />supported by plans for roadways, utilities <br />and drainage. Accommodating a \\ride <br />range of housing types while main- <br />taining neighborhood quality was a <br />central objective_ <br /> <br />Special features of the master plan were <br />the proposed entertainment district, <br />linking to the Minnesota Orchestra's <br />amphitheater, and a neighborhood <br />center consisting of pedestrian-oriented <br />shops, offices, housing and civic space. <br /> <br />Design guidelines and zoning overlay <br />districts were developed, and traffic <br />circulation and surface water runoff <br />,vere modeled. <br />
