PERRY <br />Principal <br /> <br />Ann Perry is a Principal with Resource Strategies Corporation (RSC). She has over 20 years of <br />professional planning experience, the majority of which occurred in the public sector. Ms. Perry <br />has served as department director for a major metropolitan community and is experienced in <br />overall city administration. Her specialties, in addition to public management, include zoning <br />administration and ordinance development; transportation analysis; environmental review; land <br />use planning and analysis; development review and negotiation; and fmancial management tools. <br />She is a member of several professional and volunteer organizations. <br /> <br />PREVlOUSEXPERIENCE <br /> <br />1998 - 1999: Director of Plannin, and Development - Chaska. Minnesota <br />Hired as Director of Planning and Development to manage day to day activities of <br />the Planning department. Activities included recommending Planning Department <br />positions on a variety of development, planning and zoning related items to the <br />Planning Commission and City Council. <br /> <br />. <br /> <br />1996 - 1998: Senior Planner - Short Elliott Hendrickson Inc <br />Served as a project manager for all planning related projects for municipal clients. <br />Representative experience includes assistance with the 1-94 Corridor Plan for Lake <br />Elmo. preparation of the Apple Valley Land Use Plan, preparation of the Brooklyn <br />Park PUD ordinance, providing mentor services to Brooklyn Park staff for a new <br />zoning ordinance, preparation of parking studies for Wayzata, development of the <br />Fridley Housing Action Plan, preparation of the water and sanitary sewer chapters <br />of the Minnetonka Comprehensive Plan, assistance with the development of the <br />Tier II Sewer Chapter of the Bloomington Comprehensive Plan and master <br />planning services for the City of New Richland, Wisconsin business park. <br /> <br />1995 - 1996: Contract Citv Coordinator - DeeDhaveo. Minnesota <br />Hired as the first City Administrator on a contract basis. Responsible for overall <br />management of staff and implementation of City Council decisions. Primary duties <br />included the development of an organizational framework for staff, development <br />of a personnel program, and implementation of a revised pay equity plan. <br />Additionally, was responsible for the preparation of an overall city budget and <br />Capital Improvement Program. <br /> <br />. <br /> <br />1995 - 1996: Consultant - Lakeville. Minnesota (1995-1996) <br /> <br />Assisted the Lakeville city staff with a public awareness program to increase <br />citizen awareness of planning activities. Termed Lakeville Forums: Strategies for <br />Tomorrow, the series of four meetings was held in different areas of the <br />community. Served as facilitator at the meetings and prepared a final report to the <br />Planning Commission and City Council. <br />
