Minnesota <br /> <br />Responsible for all city planning activities including department management, <br />recommending overall planning and development policies to the Planning <br />Commission and City Council, developing and administering the City's <br />comprehensive guide plan and development related official controls, and <br />representing the City on local and regional planning committees. The department <br />performed staff liaison functions for the City Council, Planning Commission, and <br />special task forces. <br /> <br />~.. :."':';"". <br />V carpomIKm <br /> <br />Major accomplishments included: <br /> <br />. Preparation of a new zoning ordinance to implement the city's comprehensive <br />guide plan; the development of the Minnetonka 1-394 Corridor Plan and the 1- <br />394 zoning ordinance; development of a revised sign ordinance; revision of the <br />Wetland Management Program and ordinances; and the completion of the <br />Minnetonka Minnehaha Creek Corridor Plan. A major strong point was the <br />ability to initiate the integration of traffic and land use related planning <br />projects and strategies resulting in positive council and community response; <br /> <br />. <br /> <br />. Major project review and negotiation included: the Carlson Center, a 250-acre <br />mixed use development where the city utilized Tax Increment Financing for <br />infrastructure improvements; the Minnetonka Corpora1e Center, a 11 O-acre <br />office!light industrial park; Opus 2, one of the first mixed use parks in the <br />nation; and numerous public projects (water towers, fire stations, trails, etc.); <br /> <br />. Developed assertive negotia1ion skills that resulted in positive cooperation with <br />the development community in achieving the city's goals of quality and <br />responsible development. Initiated public review processes for participation and <br />ownership in the approval of new plans, development controls, and resolution <br />of several significant local issues. Successfully implemented an open <br />communication process between neighborhoods and project developers as part <br />of the development review process; <br /> <br />. Initiated a team-oriented management approach for the planning department <br />when appointed department director. Management skills were utilized in <br />resolution of non-traditional planning issues such as property acquisition, <br />roadway design, and outside agency review. <br /> <br />. <br />
