She noted that the trees in the area in whieh the blue spruces would be planted would not <br />have winter foliage, She stated, however, that the applieant might be willing to add more trees to <br />the landseaping plan, Acting Chair Nelson stated that he would like to see a condition that more <br />trees be added on the west side, south of the tree line, <br /> <br />Aeting Chair Nelson asked if all the exhaust from the Friskies plant would pass through the <br />biofilter, Mr. Hola stated that all ofthe exhaust from the cooking process would pass through the <br />biofilter. <br /> <br />Commissioner Rye asked if operating in the wintertime would be a problem for the biofilter, Mr, <br />Hola stated that there would be no problem operating the biofilter in the wintertime, <br /> <br />Commissioner Rye moved, seconded by Commissioner Galatowitsch to recommend <br />approval of Planning Case 99-13, Site Plan, to allow for the construction ofa 50-foot by <br />57-foot biofilter, conditioned on: <br /> <br />1. <br />2, <br /> <br />Rice Creek Watershed Approval. <br />Exposed foundation be painted earth tone, or to match the existing <br />building, <br />Chain link fence be open or slats be earth tone, <br />Lighting plan approved by staff prior to installation and the use of the light <br />be limited to maintenanee only. <br />ModifY the landseape plan with 6 to 8 foot blue spruee, as proposed by <br />Staff in Exhibit B, with additional trees extending to the south.. <br />The grading plan be approved by the City Engineer prior to the building <br />permit being issued, <br />That the applicant monitor the odor to ensure reduetion of the odors, <br /> <br />3, <br />4. <br /> <br />5. <br /> <br />6, <br /> <br />7, <br /> <br />The motion carried unanimously (5-0). <br /> <br />This Planning Case will be reviewed at the Monday, August 30, 1999, City Couneil meeting, <br /> <br />PLANNING CASE #99-04 - CITY OF ARDEN HILLS - NEIGHBORHOOD BUSINESS <br />DISTRICT - ZONING ORDINANCE AMENDMENT - DISCUSSION ONLY <br /> <br />Mr. Ringwald explained that staff prepared a draft Neighborhood Business Zoning Distriet <br />Ordinance for eonsideration by the Planning Commission, Included in the staff report was a <br />seetion stating the purpose ofthe Zoning District; a sample Zoning Distriet Land Use Chart; a <br />sample District Requirement Chart; and a Special Requirement section for the Neighborhood <br />Business Zoning Distriet, <br /> <br />Mr. Ringwald stated that the staff report did not include speeifie information regarding the seven <br />sites identified as possible Neighborhood Business Districts. He suggested that the Planning <br />Commission reaffirm these sites as being included in the Zoning District and state any other sites <br />within the eommunity that should be added to the District. <br /> <br />. <br /> <br />e <br />
