<br />Mr. Ringwald stated that the goal statement of the Zoning District was utilized to ereate the
<br />following Purpose of the Neighborhood Business Zoning Distriet:
<br />
<br />a, To be located at the edge of residential neighborhoods.
<br />b, To provide a limited range of over-the-counter, eonvenience, retail, and service
<br />uses to accommodate the needs of the adjaeent residents,
<br />c, To place limitations on the type, size and intensity of uses within this District,
<br />given its proximity to residential uses.
<br />d, To plaee emphasis on eonvenience for pedestrian, bicycle, and pub lie
<br />transportation access to the use,
<br />e, To accommodate, where possible, a public commons, giving residents a plaee to
<br />gather and interact with one another,
<br />f, To ensure adequate buffering is provided for on these sites for the adjaeent
<br />residential uses.
<br />g, To require, where applicable, compliance with the City's gateway requirements,

<br />The Land Use Zoning Districts Chart generalizes uses into speeial or permitted use eategories,
<br />The uses proposed to be permitted in the Neighborhood Business District were c1inies; dayeare's;
<br />offices; retail sales and service; and utility distribution lines, The proposed uses to be permitted
<br />under a special permit were: dry cleaning and laundry serviee; land reclamation; mining;
<br />multiple use operation; personal serviee; publie use; research; restaurant; studio; and utility
<br />transmission. Mr, Ringwald stated that several of the permitted and speeial uses were augmented
<br />into the Special Requirements seetion ofthe draft Ordinanee,

<br />With regard to the District Requirements Chart, Mr, Ringwald stated that the minimum lot area
<br />and size requirements would not come into play for most of the seven sites, as they would not be
<br />creating new lots or dividing existing lots, The most important standards within the
<br />Neighborhood Business District would be the height, floor area ratio, lot covered by structure,
<br />minimum landscape lot area, and minimum building setbaek requirements.

<br />With regard to the height requirement, Mr, Ringwald stated that 35 feet was eonsistent
<br />throughout the Zoning Districts, with the exception ofthe 1-2 and I-FLEX Distriets, The
<br />proposed floor area ratio was 0,7, which would allow for a two-story structure, similar to some
<br />single-family houses. The lot covered by structure limit was proposed at 35 percent, whieh was
<br />consistent with other Zoning Distriets, The minimum landscape lot area requirement of 35
<br />percent is slightly higher than the other business districts, and closer to the residential distriets,
<br />This is in keeping with the requirements for the gateway areas, The setback requirements would
<br />allow, but not require, the struetures to be closer to the street. The side yard setbacks remained
<br />relatively consistent and the buffer yard setback from residential uses was reduced from 100 feet
<br />to 30 feet.

<br />The Special Requirement section of the draft Ordinanee provided special requirements for some
<br />permitted uses in the proposed Neighborhood Business Zoning District. These uses ean, if
<br />unrestricted, plaee unaceeptable levels of traffic on these sites and streets that would negatively
<br />impact adjacent residential uses. These restrictions were:
<br />
<br />a, Clinies shall not exceed 3,000 gross square feet.
<br />b, Finaneial Institutions and Serviee shall not exeeed 5,000 gross square feet, nor
<br />include a drive through facility, nor include an outdoor or detached automatie
<br />kiosk.
