<br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS PLANNING COMMISSION - AUGUST 4, 1999 <br /> <br />DRAFT <br /> <br />9 <br /> <br />Of the seven sites identified as Proposed Neighborhood Business District, Commissioner Rye <br />stated that the Big Ten Supper Club and Old City Hall sites were unique and suggested that a <br />multi-family use may fit well on these sites, Mr, Ringwald agreed that these sites were unique <br />and noted that they were added to the list after the other five. Commissioner Rye was coneerned <br />that the new Zoning Distriet not make it diffieult to make reasonable use of those two sites, He <br />suggested the Planning Commission discuss whether these two sites should be included in the <br />Neighborhood Business District. <br /> <br />Commissioner Sand asked if Commissioner Rye was suggesting adding another category to the <br />Neighborhood Business chart, Commissioner Rye stated that he wanted to reafTrrm whether <br />those two sites should be included as Neighborhood Business sites, as opposed to another <br />Business Zoning District. <br /> <br />Commissioner Galatowitsch agreed that the Big 10 Supper Club and the Old City Hall sites do <br />not fit well with the Neighborhood Business District due to their loeation on major roadways, <br />She suggested that these sites may lend themselves to other uses than those allowed under the <br />new Zoning District. <br /> <br />Commissioner Galatowitseh noted that, ineluded in the list of sites for consideration was the <br />Baptist Conference Council site, She wondered why the site next door, whieh eontains the <br />library, was not also included, She noted that all the libraries in other communities are mueh <br />larger than the library in Arden Hills and there may be a desire to expand the Arden Hills library, <br />or move it to another location, She felt that this site should be included in the Neighborhood <br />Business Distriet, <br /> <br />With regard to the special requirements for permitted uses, Commissioner Galatowitsch asked if <br />the list oflimited uses for retail sales and service was indicating that a retail sales and serviee use <br />must include, or may include, one of these limited uses, Mr. Ringwald stated that a retail sales <br />and serviees may include one of the listed uses and these are the only uses whieh will be allowed <br />under the new Zoning District. <br /> <br />Commissioner Galatowitsch referred to the list of uses for retail sales and services and asked <br />what a "photographie reeords" use was, She asked if this may be referring to antique reeord <br />stores or perhaps video stores, Mr, Ringwald stated that this term had been referring to reeord <br />musie stores and suggested that this term be removed from the list. <br /> <br />Commissioner GaIatowitsch asked what the proeedure would be if a developer wished to propose <br />a use for retail sales and service that was not included on the list of limited uses. Mr' Ringwald <br />explained that this request would be reviewed by the Zoning Administrator who would determine <br />if the proposed use would fit the intent and purpose of the Neighborhood Business Zoning <br />Distriet. He noted that, although the list of uses in the Land Use Chart was rather long, the <br />number of uses proposed to the City was a much longer list than that. The attempt was to fit <br />many uses under certain definitions; however, some uses defy deseription, <br /> <br />Commissioner Duehenes stated that the definition of retail sales and serviee, found in the current <br />Ordinance, stated that motor vehicle sales were not included. She suggested that this limitation <br />be earned forward and included in the list of retail sales and service uses definition for the <br />Neighborhood Business Distriet.
