<br />DRAFT <br />ARDEN HILLS PLANNING COMMISSION - AUGUST 4,1999 10 <br /> <br />Duchenes suggested that the list of retail sales and service uses state that only those uses are <br />permitted in order to clarifY this issue, e <br /> <br />With regard to the lighting requirements in the Special Requirements section ofthe draft <br />Ordinanee, Commissioner Sand asked if the term pedestal was self-defining or if the height of <br />light pedestals should be limited, Mr, Ringwald stated that he would verifY with the City <br />Engineer the standard language for this limitation, <br /> <br />With regard to the special sidewalk requirements, Commissioner Sand noted that the information <br />did not state what sort of material was to be used for sidewalks, He noted that on County Road <br />D and Cleveland Avenue there is an asphalt trail, which is essentially a sidewalk, Mr, Ringwald <br />stated that this requirement had originally required the use of concrete, However, this <br />requirement was taken out because there are places within the City where trails serve the same <br />function as a sidewalk. Commissioner Sand suggested that this requirement state that sidewalks <br />or trails shall be provided, <br /> <br />Commissioner Duchenes stated that the eurrent Zoning Ordinanee defines sidewalks only as a <br />hard surface, Commissioner Sand noted that this would allow flexibility for speeial features at <br />the Gateway areas, such as eolored paving stones or brick. <br /> <br />Commissioner Rye noted that some of the sites identified for Neighborhood Businesses were <br />corner lots, He asked what determines the front of a site, Mr. Ringwald stated that a front yard <br />is always the narrower of the two street frontages, and the rear yard is opposite of this. <br /> <br />e <br /> <br />Commissioner Sand noted that the special landscaping requirements foeus primarily on tree <br />plantings. He assumed that Appendix A ofthe Zoning Ordinance would address berming to <br />separate buildings from residential districts or the street. Mr, Ringwald stated that the Zoning <br />Ordinanee does state that landscape berms and buffers shall be used to screen business sites from <br />publie streets and residential uses. <br /> <br />Acting Chair Nelson asked what a utility distribution line use was, Mr, Ringwald explained that <br />utility distribution lines were power lines, He noted that power lines were permitted uses in all <br />Zoning Distriets, above or below ground, <br /> <br />Acting Chair Nelson stated that the Neighborhood Business District should not allow taverns or <br />liquor stores, Mr, Ringwald believed that these uses would not be allowed under retail sales, <br />however, he would verifY this, <br /> <br />Commissioner Sand asked what category barber shops and beauty salons would fall under. He <br />wondered ifthis type of use was to be included or excluded in the list of permitted uses, Mr, <br />Ringwald stated that these uses would be included as a speeial use under the personal serviees <br />category, <br /> <br />Commissioner Sand asked ifthe Planning Commission is to take action on this Planning Case. <br />Mr. Ringwald stated that, if the Planning Commission concurs with the proposed Ordinance, the <br />Commission should direet Staffto eause publication of the Ordinance in the Cities Offieial _ <br />Newspaper, send pub lie notices, and prepare for a publie hearing on the Ordinance on September . <br />1, 1999. He noted that, if the Big 10 Supper Club and Old City Halls sites were to be removed <br />from eonsideration, this would affeet the notification. <br />
