<br />Commissioner Duehenes withdrew her seeond to the motion beeause she felt more information
<br />should be provided prior to approving the access ramp, She asked if an aeeess ramp of that
<br />width was customary for this type of use. She suggested that the Neighborhood Business District
<br />may need to include restrictions for loading doeks.

<br />Aeting Chair Nelson requested eonfirmation that the details of the aceess ramp could be changed
<br />at the final planned unit development. Mr, Ringwald stated that this was eorrect. Commissioner
<br />Duchenes asked, ifthe access ramp were approved as suggested by Commissioner Sand, eould it
<br />be denied later at final planned unit development, if it was found to be unacceptable at that time,
<br />Mr, Ringwald stated that, if more information was provided with the final planned unit
<br />development, and the Planning Commission found the aecess ramp unaceeptable, it eould be
<br />eliminated, He noted that staff was not supportive ofthe access ramp in the proposed location,
<br />
<br />Commissioner Sand stated that it sounded as though the ramp was important to the use of the
<br />lower level. He was concerned what effect eliminating the ramp would have on the entire
<br />projeet. Mr, Ringwald stated that there would be other options inside the building to provide
<br />aeeess to the lower level, which would be more customary, Mr, Ringwald also stated that staff's
<br />opinion that the ramp should be eliminated will remain the same,

<br />Commissioner Duchenes stated that she would support the motion, however, she would still want
<br />additional information about the aceess ramp,

<br />Commissioner Sand asked if the lower level would be the same size as the entire footprint of the _
<br />building, Mr. Nelson stated that this was eorreet. .

<br />Commissioner Duehenes seconded the motion to recommend approval of Planning Case
<br />99-11, Concept Planned Unit Development, with the conditions presented and amended
<br />by Commissioner Sand.

<br />This Planning Case will be reviewed at the Monday, August 30, 1999, City Council meeting,

<br />With regard to Planning Case 99, I 0 for Bethel College, Couneilmember Malone stated that the
<br />City Council, at its July 26, 1999, regular meeting, approved the eonstruetion of the western
<br />monument and sign, and denied the request for the eastern gate, He indieated that the applicant
<br />had been directed to move the eastern gate baek from Highway 51,
<br />
<br />Councilmember Malone stated that this would be Mr, Ringwald's last Planning Commission
<br />meeting, as he was resigning as of August 13, 1999. He noted that Mr, Fritsinger had resigned as
<br />well and his last day would be at the end of Augnst. He stated that the City has begun the search
<br />to replace Mr, Fritsinger and Mr. Post would be filling the position in the interim.

<br />Couneilmember Malone stated that the City awarded the bid for the water meter
<br />replaeementJupgrade project to Hydro-Supply of Burnsville, Minnesota. The low bid was
<br />approximately $415,000, as opposed to the estimated $570,000. The projeet will include a sump
