<br />ARDEN HILLS PLANNING COMMISSION - OCTOBER 6, 1999 <br /> <br />DRAFT <br /> <br />16 <br /> <br />. <br /> <br />trash dumpsters were interpreted as storage of materials outdoors. Therefore trash dumpsters <br />must have screening in place, which was not a specific obligation of the planned unit <br />development. <br /> <br />. <br /> <br />With regard to the wording of staffs recommendation, Chair Erickson suggested that the <br />recommendation state that screening is required for both the dumpster and the compactor. He <br />asked if the type of fence had been discussed with the applicant. Ms. Randall stated that the <br />applicant had pointed out to her that directly across from their location is a 20 foot high chain <br />link fence with wooden slats to match the building. The applicant had indicated a willingness to <br />utilize this type of fence. <br /> <br />Commissioner Sand noted that the Planning Commission had not given clear direction for <br />screening with the planned unit development. However, the Zoning Ordinance requires the <br />screening of trash dumpsters and staff must enforce this. Ms. Randall concurred, <br /> <br />Commissioner Sand noted that the site plan included a number oftrees that were to have been <br />planted between the two truck dock parking areas. He noted that this would provide additional <br />screening and asked ifthey had been planted. Ms, Randall stated that she would have to verify <br />what landscaping has been accomplished. She was aware that there was a berm with plantings in <br />this area. Commissioner Sand stated that if the screening policy was going to be enforced, the <br />City should ensure that the natural screening that was approved as part ofthe plan is also <br />incorporated into the site plan. <br /> <br />Commissioner Duchenes moved, seconded by Commissioner Sand to recommend . <br />approval of Planning Case 99-21, Planned Unit Development Amendment, to allow for a <br />trash compactor and dumpster on the north side of the building located at 2015 Gateway <br />Boulevard, with a condition that a wood fence painted to match the building be placed on <br />the west side of the trash dumpster and compactor for screening. The motion carried <br />unanimously (6-0), <br /> <br />This Planning Case will be reviewed at the Monday, October 25, 1999, City Council meeting. <br /> <br />PLANNING CASE #99-22 - CITY OF ARDEN HILLS - CIVIC CENTER REZONING - <br />DISCUSSION ONLY <br /> <br />Ms. Randall explained that the City of Arden Hills was requesting the creation of a Civic Center <br />Zoning District and rezoning of a portion of the Twin Cities Army Ammunition Plant (TCAAP) <br />to the Civic Center District. This item will be scheduled for a public hearing at the November 3, <br />1999, regular Planning Commission meeting. The City Council, at their August 30, 1999, <br />regular Council meeting, accepted a proposal from McCombs, Frank, Roos, and Associates for <br />planning services associated with the creation of a Civic Center Zoning District. <br /> <br />Ms. Randall provided the Planning Commission with photographs of the TCAAP site. <br /> <br />Ms. Randall requested direction from the Planning Commission on screening of the Ramsey . <br />County Public Works Facility, outdoor storage, exterior building materials, traffic and lighting. <br /> <br />Ms. Randall stated that when visiting the TCAAP site, she noticed that the Ramsey County <br />property has a large dipfrom Highway 96.
