With regard to screening, she suggested that the Planning Commission keep in <br />mind what may be developed behind the facility in the future. <br /> <br />Ms, Randall requested that the Planning Commission review the proposed land use chart over the <br />next week and submit any suggestions or comments back to her. She indicated that the City was <br />attempting to move forward quickly on this new Zoning District through in order for the zoning <br />to be established prior to the planning of facility for the sites to be released. <br /> <br />Chair Erickson asked what category the Ramsey County Public Works Facility would fall under <br />in the land use chart. Ms, Randall stated that the facility would fall under the Public Use <br />category as a special use. <br /> <br />Commissioner Rye noted that none of the uses in the land use chart were shown as being <br />permitted. Ms. Randall stated that there were a number of items which staff was looking for <br />direction on whether or not they should be permitted or a special use, These items were <br />designation with "P or S" on the land use chart, She noted that even ifthese uses were permitted, <br />they would still require site plan approval. <br /> <br />Commissioner Rye confirmed that adult oriented businesses would not be allowed in this Zoning <br />District. Ms. Randall stated that adult oriented businesses would only be allowed in the B-2 and <br />B-4 Zoning Districts. <br /> <br />Commissioner Sand stated that he was less concerned about the land use chart than he was about <br />the overall appearance ofthe Ramsey County Public Works Facility. Having sat through many <br />meetings with the Congressman Vento Committee, and looking at the approved plan for the site, <br />the location that the County is planning to construct its facility had been designated as a 42 acre <br />village center at the main entrance to the City of Arden Hills at Hamline Avenue. He would be <br />very concerned ifthe County took a lackadaisical attitude and constructed a maintenance-type <br />garage similar to the facility at Rice Street and Highway 694. He hoped that McCombs, Frank, <br />Roos, and Associates was creating an aesthetic plan. He noted that this firm had not been <br />involved in the years of planning for this site and he hoped that they would be sensitive to this <br />issue. He indicated that this entrance was key to the entire TCAAP development. <br /> <br />Ms. Randall stated that staff has discussed these issues with McCombs, Frank, Roos, and <br />Associates. One issue staff felt would be key was no outdoor storage, particularly of vehicles. <br />One item which may be difficult to store indoors would be the salt and sand mixtures. However, <br />this material may be screened. <br /> <br />Commissioner Sand stated that the screening of this material would have to be towards the west <br />or northwest. He would not want the exposed negative aspects of the facility facing the entry <br />way of Highway 96. He hoped that Ramsey County would be sensitive to this issue. <br /> <br />Ms. Randall stated that staff would like direction on building materials and the types of buildings <br />the Planning Commission would prefer. Commissioner Sand stated he would want information <br />from McCombs, Frank, Roos, and Associates at least two weeks prior to the public hearing so <br />that the Planning Commission is not surprised by their proposal. Ms. Randall stated that staff <br />would try to provide the Planning Commission with information in advance to allow time for the <br />Planning Commission to make comments prior to the public hearing. <br />
