<br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - OCTOBER 6, 1999 <br /> <br />DRAFT <br /> <br />18 <br /> <br />Commissioner Sand asked what McCombs, Frank, Roos, and Associates had been asked to . <br />generate for the public hearing. Ms, Randall stated that McCombs, Frank, Roos, and Associates <br />were directed to be sensitive to landscaping, fencing, buffering, outdoor storage and building <br />materials, and to consider possible setbacks, One issue staff found with the site was that the <br />property line runs to the center of Highway 96. Therefore, if a front yard setback is established <br />from Highway 96, the setback will differ depending upon the location ofthe property line as the <br />property line is not in the correct location. McCombs, Frank, Roos, and Associates will be <br />tasked with creating an Ordinance where in some cases the property line is in the appropriate <br />place and is not in other places. <br /> <br />Ms. Randall stated that McCombs, Frank, Roos, and Associates had been informed that the one <br />item that will be highly sensitive was outdoor storage and the appearance of the building. The <br />other issue that must be kept in perspective was the possible traffic flow. Ms. Randall stated that <br />it was her understanding that Ramsey County would access off the entrance at Hamline Avenue <br />and would not be requesting an additional curb cut. <br /> <br />Commissioner Sand stated that the City must keep in mind that there is a vision for the entire <br />TCAAP site, not just the City of Arden Hills and Ramsey County portions, He realized that the <br />City of Arden Hills does not have control over the entire TCAAP property. However, the City <br />should not simply approve one building at a time without considering what else will be in the <br />neighborhood, <br /> <br />Ms. Randall noted that when the Civic Center Zoning District had been discussed in the <br />Comprehensive Plan, the Plan listed a variety of uses beyond the City Hall and the Ramsey <br />County facility. McCombs, Frank, Roos, and Associates will have to consider how this land <br />would layout with other potential uses, if either of these facilities were to not be constructed. <br /> <br />. <br /> <br />Chair Erickson stated that the Ramsey County Public Works Facility had not been envisioned <br />when the Civic Center Zoning District had first been considered. He indicated that the area was <br />to be a town center. He asked where the Ramsey County 47 acre site was located in relation to <br />Hamline Avenue. Ms. Randall stated that the County site was located west of Hamline Avenue. <br /> <br />Chair Erickson confirmed that, ifthe Hamline Avenue extension occurs, the Ramsey County <br />Public Works Facility will be the first building at the northwest comer of the Hamline Avenue <br />and Highway 96 intersection. Ms, Randall stated that this was correct. Chair Erickson stated <br />that building materials must be carefully considered. <br /> <br />Commissioner Baker stated that potential uses of the site must also be carefully considered. He <br />asked if any consideration will be given to traffic generation ofthe Ramsey County facility. He <br />asked ifthere could be a restriction on uses tied to traffic generation. Ms. Randall stated that this <br />issue will be difficult. She stated that the facility will generate more traffic and the City of Arden <br />Hills could require that the County install a traffic light and widen traffic lanes in order to deal <br />with the additional traffic. Until a proposal is submitted from Ramsey County, she did not <br />believe that the Zoning District could restrict the use according to traffic generation. However, <br />the types of uses could be restricted by requiring indoor storage. <br /> <br />. <br /> <br />Commissioner Baker suggested that the City could take into consideration the potential volume <br />of the intersection with an allocation. The City could state that it will only allocate to this site a <br />
