Ms. Randall stated that she <br />would verify ifthis would be possible. <br /> <br />Commissioner Sand requested confirmation that the Comprehensive Plan had designated the <br />Hamline A venue and Highway 96 intersection as a gateway to the City of Arden Hills. Ms. <br />Randall stated that this was correct. Commissioner Sand stated that this will require certain <br />design amenities to be incorporated into the entryway. <br /> <br />Chair Erickson suggested that McCombs, Frank, Roos, and Associates keep in mind the original <br />intent of the area. It was his belief that Ramsey County will take over the portion of the site <br />closest to the road. He suggested that the City build into the Zoning District certain Civic Center <br />design criteria that Ramsey County will have to work around. <br /> <br />Commissioner Galatowitsch stated that it had been her beliefthat Ramsey County would be <br />acquiring the property along County Road 1. Ms. Randall stated that this was no longer the area <br />that the County was proposing to acquire. Commissioner Sand pointed out that this was contrary <br />to the original plan of a joint public works facility at the north end of the site. <br /> <br />Commissioner Galatowitsch noted that Ramsey County would be taking over the gateway area <br />and constructing something that the City of Arden Hills does not want. She asked if the City of <br />Arden Hills had no power to control this. Ms. Randall stated that the City would be more <br />powerless without creating a Zoning District. The current zoning of this area would not be as <br />restrictive as the City would want. This was the reason that the City Council had wanted to push <br />through the new Zoning District. <br /> <br />Commissioner Galatowitsch asked what would happen if the Civic Center Zoning District did <br />not include the County facility. <br /> <br />Councilmember Malone stated that the chronology of events must be kept in mind. The City of <br />Arden Hills had been moving along with a lease agreement with the Minnesota Army National <br />Guard. After many promises, this lease agreement fell through and the Army National Guard <br />stated that the City of Arden Hills must get legislation. At that time, the City was informed that <br />Ramsey County was being included in the legislation, Therefore, the Legislative Bill included <br />two portions, one going to the City of Arden Hills and the other to Ramsey County, The City of <br />Arden Hills realized that the zoning ofthis property must be established quickly as Ramsey <br />County would be gaining fee title to the property which had not been in the original plan, The <br />City of Arden Hills was concerned that, if the Zoning District was not in place prior to Ramsey <br />County beginning construction of their facility, the County may be able argue that the City was <br />attempting to zone the property after the fact. Commissioner Galatowitsch stated that she had <br />not realized that the Bill gave Ramsey County as much land as it does. <br /> <br />Commissioner Baker asked what the height restriction for buildings may be in the Civic Center <br />Zoning District. Ms, Randall stated that the current height restriction in all Zoning Districts is 35 <br />feet. She suggested that this could be reduced for this Zoning District. <br /> <br />Commissioner Sand asked how fast this new Zoning District could be approved. Ms. Randall <br />stated that the public hearing will be held on November 3, 1999 and the City Council would <br />
