<br />DRAFT <br /> <br />ARDEN HILLS PLANNING COMMISSION - OCTOBER 6, 1999 <br /> <br />20 <br /> <br />review the Planning Case at its November 29,1999, regular Council meeting. She stated that the a <br />review by the City Council could be moved up to November 8, 1999. Commissioner Sand ,., <br />confirmed that the new Zoning District could be approved by the end of November. Ms. Randall <br />stated that this was correct. Commissioner Sand stated that Ramsey County would not begin <br />construction of their proposed facility before the end of November. Councilmember Malone <br />concurred, <br /> <br />Ms, Randall corrected her earlier statement regarding building height limitations. She stated that <br />the 1-2 and I-Flex Zoning Districts allow buildings up to 45 feet. Chair Erickson stated that <br />Ramsey County will most likely want at least 36 feet of clearance in the building, however, he <br />was not sure what their height requirements may be, Ms, Randall suggested maintaining a 35 <br />foot height requirement. The Planning Commission concurred. <br /> <br />Chair Erickson stated that he was unsure how to create a Zoning District with regard to floor area <br />ratio and bulk requirements. He was concerned that Ramsey County would be proposing a large <br />facility. He asked if it was certain that the 42 acres for the County facility would be located at <br />the northwest comer of the intersection of Hamline Avenue and Highway 96, Ms. Randall stated <br />that this was the most likely location. Chair Erickson pointed out that the facility would be <br />located directly at the gateway. <br /> <br />Commissioner Sand suggested that the City of Arden Hills consider allowing Ramsey County an <br />additional curb cut to eliminate the truck traffic at the designated gateway. Chair Erickson noted <br />that Ramsey County was proposing to reconstruct Highway 96 and suggested that an additional <br />curb cut be added at that time. Councilmember Malone noted that the County may not be <br />reconstructing Highway 96 for some time. <br /> <br />e <br /> <br />Commissioner Sand asked when the comments from the Planning Commission should be <br />submitted to staff. Ms. Randall asked that the comments be submitted to staff within the next <br />week. <br /> <br />Chair Erickson confirmed that McCombs, Frank, Roos, and Associates will submit a draft <br />Ordinance to the Planning Commission to be marked up and returned to staff prior to the public <br />hearing, Ms. Randall stated that this was correct. <br /> <br />Commissioner Sand asked if the information from McCombs, Frank, Roos, and Associates <br />would be more than a narrative and would include illustrations of the area. Ms. Randall stated <br />that the Ordinance would include a chart specifying restrictions such as setbacks and a chart <br />specifying the uses. Also included would be a Subsection with specific requirements for this <br />particular area. Drawings will be included which will depict the areas that will be included in the <br />Zoning District. <br /> <br />Commissioner Rye asked if the City of Arden Hills had discussed with Ramsey County their <br />plans and if there was a possibility of negotiating the needs and wants of both the City and the <br />County, Ms. Randall stated that negotiations may be possible, however, the City does not want <br />the County to be so involved that they would guide the City as to how the District should be laid a <br />out. She felt that the City should have the Zoning District established first. Then Ramsey ,., <br />County can request variances according to their needs, Commissioner Rye asked if this made <br />more sense than negotiating with the County.
