<br />. <br /> <br />. <br /> <br />ARDEN fiLLS PLANNING COMMISSION - OCTOBER 6, 1999 <br /> <br />~ <br /> <br />. <br /> <br />County to decide not to build on this site and the Zoning District was not being designed just for <br />the County facility. <br /> <br />Commissioner Sand noted that Ramsey County has not gone out of its way to be cooperative <br />with the City of Arden Hills in the past. Ms. Randall asked Councilmember Malone if the City <br />Council had discussed Ramsey County involvement with the creation of the Zoning District. <br /> <br />Councilmember Malone stated that the City Council had not directly discussed the County's <br />involvement in the rezoning of the property. He stated that there were split feelings of the part of <br />the Council with regard to County involvement due to the lack of cooperation in the past. <br />Although the City has had a fairly good relationship with the County Commissioner, Tony <br />Bennette, Councilmember Malone indicated that Mr. Bennette has the tendency to change his <br />mind often. He stated that Mayor Probst is in favor of negotiating with Ramsey County and does <br />try to work with the County as much as possible, However, the City Council feels that rules <br />must be in place ahead of time and some members ofthe Council feel that the City of Arden <br />Hills should not attempt to cooperate with Ramsey County. <br /> <br />Commissioner Sand stated that it would help for the Planning Commissioners to have a copy of <br />the plan approved by the Vento Committee in 1995, <br /> <br />. <br /> <br />Chair Erickson stated that, regardless of whether or not Ramsey County will work with the City <br />of Arden Hills, guidelines must be established prior to any negotiations, He suggested the <br />Ordinance be worded in such a way that the bulk of the building relates to the setbacks so that <br />setbacks increase as the building bulk increases. He felt that this would address any construction <br />allowed under the Public Use category. <br /> <br />COUNCIL REPORT <br /> <br />With regard to the hiring of a new City Administrator, Councilmember Malone stated that the <br />City received 71 inquires and a total of 31 applications for the position. Through the review <br />process, the number of applications was reduced to six candidates. The City Council conducted <br />the interviews of these candidates on the 4th and 5th of October, 1999 and staff was conducting <br />reference checks. He provided the Planning Commission with the names of the six candidates <br />and asked that if the Commissioners knew any of the candidates, they provide the Council with <br />information they may have. He anticipated that the new City Administrator would be hired by <br />November 1, 1999, <br /> <br />With regard to the September Planning Cases, Councilmember Malone stated that the City <br />Council approved the cases as recommended by the Planning Commission. The City Council <br />chose to conduct a land trade with the owner of Arden Manor Mobile Home Park. The Council <br />wanted to ensure that the land being received by the City of Arden Hills was not considered park <br />land. <br /> <br />Councilmember Malone stated that the developers agreement has been finalized with Josephine <br />e East, LLC, for the Shoreline Lane development project. <br /> <br />Councilmember Malone stated that the City Council approved a request by Presbyterian Homes <br />for the issue and sale of $25,766,000 in two bond issues. He indicated that the soccer fields <br />located at Northwestern College were owned by Presbyterian Homes and it was suggested at the <br />
