Partial Neighborhood Reconstruction, Pond A, Pond B Construction <br />This Package is identical to Package B (full neighborhood reconstruction minus Hamline <br />A venue) with the addition of Ponds A and B to provide water quality treatment for the Ingerson <br />Road neighborhood drainage area. Package C <br /> <br />Street Widths: <br />Constructing all neighborhood local streets and special case streets to a width of 32 feet would <br />add approximately $80,000.00 to the overall project costs for each of the packages above. <br /> <br />Cannon A venue and Tiller Lane Cui de Sacs: <br />Constructing a cui de sac at the west end Cannon Avenue would cost approximately $138,100.00 <br />or only $2,900.00 less than the estimated cost to construct the roadway through to Tiller Lane. In <br />addition the estimated cost to construct a cui de sac at the west end of Tiller Lane is <br />approximately $63.900.00. The net additional cost for the cul-de-sac option would therefor be <br />over $60,000.00 greater than reconstructing Cannon Avenue in its current alignment. <br /> <br />FUNDING SUMMARY <br />The project will be funded from several sources including residential assessments on benefitting <br />properties, the city general fund, MnDOT State Aid funds, the city watermain utility fund, the <br />city storm water utility fund, and a possible grant from the Rice Creek Watershed to assist with <br />regional pond construction. The proposed assessment rate of $57.50/front foot is based upon a <br />typical roadway cost per foot of $190.00 and a typical storm sewer cost per foot of $40.00. <br />Based upon the City assessment policy, the property owners are to be assessed 50% of the cost of <br />'/2 of the street and storm sewer costs. <br /> <br />Actual storm sewer costs along Ingerson Road and Femwood Street are disproportionately large <br />resulting from the larger pipe needed to carry runoff from Femwood Street to the Pond A <br />location over 1,500 feet to the west. The costs of pond construction and additional sewer costs <br />for trunk sewer facilities are proposed to be borne by the Surface Water Utility Fund and a <br />potential grant from Rice Creek Watershed. <br /> <br />9 <br />
