She explained that this facility would be <br />a special use under the Public Use category. Commissioner Galatowitsch confmned that the <br />Ramsey COllilty facility would not be allowed exterior storage. Ms. McMonigal stated that some <br />public maintenance facilities store all items indoors. Materials are stored in heated or cold <br />storage buildings. Commissioner Galatowitsch noted that these sort of buildings may not be <br />what the City wants to promote in the Civic Center District. <br /> <br />Chair Erickson pointed out that the Development Standards section of the Ordinance addressed <br />issues such as building materials and bulk. Ms. McMonigal noted that the Special Requirements <br />section also addressed staging areas. This section defined staging areas as any exterior area that <br />is used to load, llilload, stack, pile, or assemble materials to be used either on or off site. The <br />Ordinance stated that staging areas shall be free of materials or vehicles at the close of each <br />business day and overnight, weekend, or holiday storage is not permitted. The staging area <br />restrictions were proposed to be strict in order to address these requirements. She added that <br />hazardous materials had also been addressed in this section, stating that all hazardous materials, <br />used or stored on site, are subject to the regulations ofthe State Fire and Building Code and the <br />Minnesota Pollution Control Agency. <br /> <br />Ms. McMonigal stated that Zoning Ordinances are prescriptive by nature, which means that the <br />listed uses are allowed and all other uses are not allowed. The City of Arden Hills goes one step <br />further in that it also lists prohibited uses within the Zoning Ordinance. The prohibited uses <br />included in this Ordinance included outdoor storage of equipment, vehicles, and materials; <br />towers for telecommunications; open sales, rental or storage lots; fast food establishments; drive- <br />in businesses; single and two-family housing; gasoline service stations; commercial recreation; <br />and uses that the City may determine are incompatible with its objectives. <br /> <br />With regard to the development standards, Ms. McMonigal stated that there were specific items <br />addressed in this Ordinance that were in addition to the existing Ordinance. The stipulations for <br />fences included: <br /> <br />I. No higher than six feet in rear yards only. <br />2. No barbed wire, razor wire, or spikes allowed. <br />3. Fences must blend into the landscape and minimize corrosion. Black or dark green vinyl <br />coating is preferred. <br />4. All other requirements of Section VI.E. must be followed. <br /> <br />With regard to screening, Ms. McMonigal stated that the following restrictions had been added to <br />the Ordinance: <br /> <br />1. Special attention to screening from major roadways must be given. <br />2. Overhead garage doors, large parking lots, mechanical utilities and other such items must <br />be properly screened. <br /> <br />The following restrictions had been added to the building exteriors: <br /> <br />1. The arrangement, geometry and massing of individual buildings shall be responsive to the <br />arrangement of the whole Civic Center District. This was to ensure that each building <br />adds to the atmosphere created in the District. <br />
