<br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER 3, 1999 <br /> <br />DRAFT <br /> <br />8 <br /> <br />, <br /> <br />2. <br /> <br />Exterior building materials shall be of brick, stone, glass or any combination thereof, <br />except trim and accessories may be metal. <br />Exterior characteristics and building materials shall utilize consistent motifs in design, <br />size and scope to create unity in the Civic Center District. All building elevations shall <br />be considered "fronts." <br /> <br />e <br /> <br />3. <br /> <br />Ms. McMonigal stated that a comment had been received from the Planning Commission <br />regarding the requirement that all elevations shall be considered fronts. She explained that this <br />was to ensure that there were no backsides of buildings. She added that, in this District, <br />buildings may be visible from all sides. <br /> <br />4. All service entrance areas, mechanical equipment and trash handling devices shall be <br />fully screened. <br /> <br />5. <br />The following restrictions had been placed on lighting: <br /> <br />1. A lighting plan shall be submitted that shows location, type of illumination and design. <br />2. The source of ilIwnination shall be hooded, concealed or controlled in a manner so as not <br />to be visible from adjoining lots, streets or highways or residential areas south of <br />Highway 96. <br />3. Light washing of buildings is prohibited. Wall packs are allowed at entrances only. <br />Accent lighting of buildings and sites may be permitted by the City. A photometric <br />analysis of site and building shall be submitted. <br /> <br />e <br /> <br />Ms. McMonigal stated that the draft Ordinance included other standard languages in the <br />Development Standards section which addressed drainage, wetlands, flood plains and utility <br />lines. The draft Ordinance also discussed pedestrian circulation, requiring the facilitation of <br />pedestrian connections, as the intent of the Civic Center District was to encourage the ability to <br />walk from one use to another. <br /> <br />Ms. McMonigal presented the District Requirements Chart and noted alternatives for the setback <br />areas. The draft Ordinance proposed two alternatives for the Civic Center District, traditional <br />and downtown. The traditional alternative closely follows all other commercial Districts within <br />Arden Hills. The downtown alternative was proposed to follow the intent of the Civic Center <br />area to allow a more compact and dense development. On internal streets, the proposed setbacks <br />would allow buildings to be placed closer to the street with parking to the rear or side of the <br />building. <br /> <br />Ms. McMonigal suggested that for the downtown alternative concept, additional design studies <br />may need to be made in order to determine which District alternative would work best for the <br />Civic Center District. The downtown alternative suggested smaller lots, taller allowances for <br />buildings, a higher percent of lot coverage by structure, a lower minimwn landscape area and <br />reduced setbacks. <br /> <br />Chair Erickson closed the public hearing at 8:34 p.m., as no one Vvished to address the Planning .A <br />Commission. ., <br /> <br />Chair Erickson noted that the definition of a Club or Lodge was vague. He felt that the this use <br />should be considered a special use and dealt Vvith on an individual basis. Ms. McMonigal stated <br />that she had interpreted Clubs or Lodges as being social gathering places. Commissioner Baker <br />
