He did not believe there was an issue since this <br />. had also been a very large billing cycle for water sales. <br /> <br />Mr. Post stated that he had been approached by Sprint PCS, which had expressed an interest in <br />mounting side-mount antennas on thc south water tower, with a 15 by 15-foot cabinet on the <br />ground. He asked for the Council's opinion on additional antennas on this water tower. <br />Councilmember Malone stated that this request would be acceptable. Mayor Probst asked if the <br />City would be able to capture some revenue if it allowed this antenna. Mr. Post stated that it <br />would. <br /> <br />Mr. Post stated that the Council had been provided with a bench handout regarding a request <br />from the Water Quality Task Force that their meetings be audio or video tapcd. He indicated <br />that, from a policy standpoint, this had not been done in the past. <br /> <br />Councihnember Larson cxplained that this request had been made for Task vorce members who <br />miss meetings. Ifthis was not a standard procedure, he did not feel it would be necessary. <br />Mayor Probst stated that if a member ofthe Task Force was willing to audio tape the meetings, <br />this would be acceptable. However, video taping would not be available. Councilmember <br />Larson stated that minutes were taken at the meetings and the purpose of video taping was to <br />capture presentations for review. <br /> <br />. <br /> <br />Mr. Post stated that he had received a request to attend the Policy Adoption Confercnce ofthe <br />League of Minnesota Cities. <br /> <br />COUNCIL COMMENTS AND COMMITTEE LIAISON ACTIVITY REPORTS <br /> <br />Councilmember Larson stated that the Water Quality Task Force met on October 28, 1999. He <br />indicated that a representative of the Rice Creek Watershed District was in attendance and Mr. <br />Brown had donc a presentation on some of the items discussed this evening. <br /> <br />Councilmember Larson stated that the Newsletter Committee will meet Wednesday, November <br />9, 1999. He noted that the front page of tile draft newsletter had an article discussing the Street <br />Improvement Progranl. This article did not include information regarding the Ingerson <br />neighborhood, which was currently being focused on. He felt that this infornlation should bc <br />included in the article. <br /> <br />Councilmember Larson stated that he had witnesscd Northwestern College installing new <br />parking spaces at their campus. He noted that Bethel College requests approval for changes to <br />their planned unit development and wondered why Northwestern College was not required to do <br />the same. Mayor Probst confirmed that the part of the campus that the parking was being added <br />to was in Arden Hills and not Roseville. Mr. Larson stated that the parking was being added to <br />the north side of the church in Arden Hills. Mr. Post stated that Northwestern College had bcen <br />before the City Council with changes to their planned unit development in the past.
