<br />. <br /> <br />. <br /> <br />. <br /> <br />.;, JI <br /> <br />DRAFT <br /> <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />WORKSESSION <br />MONDAY, NOVEMBER 15, 1999 <br />4:45 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Acting Mayor Beverly Aplikowski called to order the <br />City Council Worksession at 4:55 p.m. Present were COWlcilmembers Gregg Larson, Paul <br />Malone, and Lois Rem; City Administrator, Joe Lynch; City Treasurer/AccoWltant, Terry Post; <br />Public Works Director, Dwayne Stafford; and Administrative Secretary, Sheila Stowell. <br /> <br />Mayor Probst arrived at 5:05 p.m. at which timc Councilmember Aplikowski turned the gavel <br />over to Mayor Probst. <br /> <br />DISCUSSION ITEMS <br /> <br />Hi!!:hwavs 96/10 Final Desi!!:n Discussion <br /> <br />BRW Consulting Engineer, Greg Brown, reviewed the various design options as previously <br />presented to the City Council by Ramsey County with input from the Minnesota Department of <br />Transportation (MnDOT). Those options included, 1) Reconstruct "As Is"; 2) Temporary Ramps <br />(northeast and northwest ramps); 3) Frontage Road; as well as (4) Councilmember Malone's <br />recent suggestion of full access with a folded diamond design. <br /> <br />Mr. Brown reviewed the positive and negative aspects of each respective design option, <br />including dependencies. Other issues included development timing ofthe Twin Cities Army <br />Ammtmition Plant (TCAAP); MnDOT concerns; futurc access for businesses and residences <br />along Highway 10 and North Heights Lutheran Church; relocation requirements for mobile home <br />and single-family home residents; outstanding Ramsey COWlty obligations to the City for a <br />portion of the West Round Lake Road, Phase I, construction project; impacts of access points to <br />retail business along Highway 10 for the City of MOWlds View; and future access to 1-694 and 1- <br />35W as they are improved. <br /> <br />Mr. Post listed an additional risk with each of the Options 2, 3 and 4 in that that MnDOT may <br />not participate in future intersection construction of ramps to access the TCAAP property. Mr. <br />Post also reminded staff and Councilmembers that the City had directed BR W to prepare the <br />Highway 96/1 0 Interchange Transportation Traffic Study, at City expense, for various Highway <br />96/10 interchange design options. <br /> <br />Mr. Lynch requested clarification of the City Council's objectives and priorities. It was the <br />consensus of the City Council that maintaining full local access, with the least physical impact, <br />was their main priority, as well as future development of TCAAP being a major concern. <br />
