<br />, <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS CITY COUNCIL - DECEMBER 13, 1999 <br /> <br />DRAFT <br /> <br />7 <br /> <br />Councilmember Rem stated that she had attended the Rice Creek Watershed District meeting on <br />November 23, 1999 regarding the Bethel Park project. This discussion was tabled to the <br />December 22, 1999 meeting to allow additional information and revised plans to be submitted. <br /> <br />With regard to the United States Fish and Wildlife Workgroup for the Round Lake refuge, <br />Councilmember Rem stated that that she received a packet through City Hall and has been in <br />contact with the Workgroup via e-mail. She indicated that the Workgroup received <br />approximately 50 responses from Arden Hills residents concerning the Round Lake refuge. <br /> <br />Councilmember Rem stated that she had attended the Alcohol and Crime conference on <br />November 30, 1999. She also attended the Human Rights conference with Sushila Shah on <br />December 3,1999. <br /> <br />Councilmember Rem stated that she will be attending the RAB meeting on December 6, 1999. <br /> <br />With regard to the RAB, Mayor Probst asked if the clean up of the old rifle test range at the <br />Arsenal will be completed soon. Councilmember Rem stated that she was not certain of the <br />status of this clean up effort. She noted that more contamination was found at the site than was <br />expected. She offered to bring site-by-site information to the City Council. <br /> <br />Mayor Probst stated that Mr. Joseph Strauss Executive Director of the I-35W Corridor Coalition, <br />had indicated that the Metropolitan Council staffhas recormnended approval of the $700,000 <br />LOA grant request. On December 15,1999, the full Metropolitan Council was expected to act <br />favorably with regard to this grant. This will allow the Coalition to move forward with a build- <br />out analysis. Additionally, Mayor Probst indicated that he had received a call from the City of <br />Saint Anthony expressing an interest in joining the Coalition. <br /> <br />Mayor Probst stated that Mr. Moore would be in attendance at the next Council Worksession to <br />discuss the issues with Northwestern College regarding the soccer fields. <br /> <br />Mayor Probst noted that Ramsey, County has a fund matching program for soccer fields. He <br />indicated that for the last year and one-half the City of Arden Hills has been asking Ramsey <br />County for funds and he was curious whether or not this would have any effect on the Bethel <br />Park project and the proposed joint venture. He asked that staff pursue this issue prior to the <br />Planning Case being brought before the Planning Cormnission in January, 2000. <br /> <br />Mayor Probst stated that it appeared as though Ramsey County was preparing to begin work as <br />__early as next summer on improvements to Rice Street, which will be turned back from the State <br />to the County. He noted that Ramsey County has not completed work on Highway 96 and he <br />was concerned about the County embarking on another major project without a commitment <br />regarding the timing of the Highway 96 project. <br /> <br />Mayor Probst stated that the Mayors and Managers had been invited to the School District to <br />discuss the status of the bond referendum. The School District has retained a consultant and one <br />issue that is of concern was the existing headquarters building and the maintenance facility. No <br />funds were included in the bond referendum to make Code compliance improvements to these <br />
