Ms. Randall stated that it will take the <br />applicant about two years to secure the funding for the addition and to determine the layout. The <br />applicant expects that the addition will be completed within two years. <br /> <br />Commissioner Baker asked if the renewal of the permit will be an administrative action. Ms. <br />Randall stated that the renewal of the permit can be approved under the City Council consent <br />agenda. <br /> <br />Commissioner Sand requested confirrmnation that one reason the building must be close to the <br />property line was for the ability to connect to the water line. Ms. Randall stated that this was <br />correct. Additionally, the building was required to be a certain distance from other buildings on <br />the site. <br /> <br />Commissioner Sand asked if the applicant must conform to the City Building Code. Ms. Randall <br />stated that they do. Commissioner Sand asked how the mobile home will be attached to the <br />ground. Chair Erickson stated that there was a specific section of the Building Code that <br />addresses this type of structure and the applicant must abide by these requirements. <br /> <br />Mr. Lonnie Cowherd, Manager ofthe Minnesota Department of Transportation Training Center, <br />explained the use of the proposed materials training laboratory. Chair Erickson asked Mr. <br />Cowherd to explain the proposed placement of the temporary building and how it relates to the <br />adjacent buildings on the site. Mr. Cowherd stated that to the left of the proposed building was a <br />one-stall garage used for storage by the State Patrol, and to the right was a gun range. The <br />location of the temporary building will allow the proper setback from these buildings as well as <br />easy connection to the water and sewer lines. Chair Erickson asked where the permanent <br />building will be located. Mr. Cowherd stated that the permanent structure will be located in the <br />same location as the temporary building. <br /> <br />Chair Erickson closed the public hearing at 7:48 p.m., as no one else wished to address the <br />Planning Commission. <br /> <br />Commissioner Sand suggested that condition number one be changed to state, "...within two <br />years or renewal on an annual basis of the permit, not to exceed an additional three years, if the <br />new facility has not been constructed by that time." Ms. Randall agreed. <br /> <br />Commissioner Sand moved, seconded by Commissioner Baker to recommend approval <br />of Planning Case #00-08, Special Use Permit, subject to the following conditions: <br /> <br />1. <br /> <br />Removal of the temporary structure within two years or renewal on an <br />annual basis of the permit, not to exceed an additional three years, if the <br />new facility has not been constructed by that time. <br />Resolution to the Comprehensive Plan and Zoning conflict for this site <br />prior to the construction of the permanent structure. <br />Site Plan review or Special Use Permit prior to construction of the <br />permanent structure. <br /> <br />2. <br /> <br />3. <br /> <br />The motion carried unanimously (5-0). <br />
