<br />DRAFT <br />ARDEN HILLS PLANNING COMMISSION - FEBRUARY 2, 2000 4 <br /> <br />This Planning Case will be reviewed at the Monday, February 14,2000, City Council meeting. e <br /> <br />PLANNING CASE #00-09 - HOWARD BLOOM - 1720 GLENVlEW AVENUE _ <br />CORNER SIDE YARD VARIANCE <br /> <br />Ms. Randall explained that the applicant was requesting approval of a comer side yard setback <br />variance (24 feet proposed, when 40 feet is required) for a family room addition on a single- <br />family lot zoned R-l. <br /> <br />The proposed addition included a family room (14 by 16 feet), eating area (15 by 16 feet), and <br />porch (12 by 12 feet) for a total addition of608 square feet. The applicant has evaluated other <br />locations for the addition; however, this is the only location they feel will work with the existing <br />home. The house currently has a side yard setback of 18 feet, where 40 feet is required. <br /> <br />The existing home is located in an area that was developed when the zoning ordinance allowed <br />for a smaller comer side yard setback. The zoning ordinance was changed to a required 40-foot <br />comer side yard setback after the home was built. <br /> <br />With regard to circumstances unique to the property, staff found the property in question is <br />13,750 square feet in area on the comer of Dell view Avenue and Glenview Avenue. The <br />proposed addition is 608 square feet in area. When the lot was platted, the required comer side <br />yard setback was less than the 40 foot now required. The existing property meets all the <br />minimum dimensional and area standards except for the 40-foot required comer side yard <br />setback. <br /> <br />e <br /> <br />The proposed addition would allow a condition that is consistent with the surrounding <br />development. The development the parcel is in was developed under standards different than <br />current regulations would allow. The addition will not alter the essential character of the <br />neighborhood. <br /> <br />Ms. Randall advised that staff recommends approval of Planning Case #00-09, comer side yard <br />variance (24 feet proposed, when 40 feet is required) for an addition, based on the "Findings _ <br />Comer Side Yard Setback Variance" section of the staff report dated February 2,2000. <br /> <br />Ifthe Planning Commission makes a recommendation on this Planning Case, then it would be <br />heard at the Monday, February 14,2000 regular meeting of the City Council. <br /> <br />Chair Erickson asked what the typical setback situations were in the surrounding area. He noted <br />that the home across the street appeared to have similar setbacks. Ms. Randall stated that the <br />home across the street was not quite as close to the setback line as the applicant's, however, <br />many other homes in the area do not have 40-foot setbacks. She noted that the homes were built <br />when the City allowed a 20 foot comer side yard setback or less. <br /> <br />Chair Erickson asked to what direction the applicant was proposing to extend the house. Ms. . <br />Randall stated that the addition would extend the home to the south. <br /> <br />Commissioner Baker asked if the home had previously been added onto. Ms. Debra Bloom, the <br />applicant's daughter, stated that the home currently exists as it had been built in 1968. <br />
