<br />DRAFT <br /> <br />ARDEN HILLS PLANNING COMMISSION - FEBRUARY 2, 2000 <br /> <br />7 <br /> <br />e 1. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6. <br /> <br />e <br /> <br />. <br /> <br />Submittal for site plan approval prior to the commencement of construction of any <br />additional phases of this project. <br />Compliance with the City's Shoreland Ordinance. <br />Approval of the grading, drainage, and erosion control plans by the Rice Creek <br />Watershed District. <br />The smallest amount of bare ground is exposed for as short as time as feasible. <br />Approval of the necessary wetland impact permits from Rice Creek Watershed District, <br />Minnesota Department of Natural Resources, and the U.S. Army Corps of Engineers. <br />Notification and review of all utility plans by City Staff. <br /> <br />If the Planning Commission makes a recommendation on this Planning Case, then it would be <br />heard at the Monday, February 14, 2000, regular meeting of the City Council. <br /> <br />Chair Erickson asked if the Phase 1 site plan was approved with the concept approval in 1998. <br />Ms. Randall stated that this was correct. <br /> <br />Chair Erickson noted that the Planning Commission was currently reviewing the proposed <br />buildings. He asked if the building plans and materials were included in this review process. <br />Ms. Randall stated that this was correct. She stated the reason the buildings were not included in <br />the original special use permit review was the applicant did not have drawings of the buildings at <br />that time. The construction of this park will be a multi-step process with the overall layout and <br />flow of the park and the parking lot and trail locations having been covered with Phase 1 <br />approval. Phase 2 included the placement of the buildings. Ms. Randall explained the proposed <br />locations of the buildings and noted that a couple of the buildings currently located on the site <br />will be removed with Phase 2 construction. <br /> <br />Chair Erickson asked what the zoning category of the site was. Ms. Randall stated that the <br />zoning for this site is R-1. <br /> <br />Chair Erickson confirmed that the primary purpose for this review was for the placement of the <br />buildings and consistency with the original Comprehensive Plan. He asked if the review was <br />similar to a planned unit development where the actual materials being used are approved. Ms. <br />Randall stated that this project did not include set standards as a planned unit development would <br />have. However, if there were concerns about the buildings, these concerns can be discussed and <br />addressed at this time. <br /> <br />Mr. Greg Mack, Ramsey County Parks and Recreation Director, introduced himself and Jerry <br />Hagen, HCM. He stated that the approach being taken for the redevelopment of the park was <br />unique and an extensive study had been done to determine a uniform style that would capture the <br />uniqueness of the site. He stated that Mr. Hagen would present color drawings of the proposed <br />buildings. He noted that the Master Plan approved under the concept plan review is reflected in <br />the building locations and was deviated from very little. <br /> <br />Commissioner Sand asked if the applicant could forecast the number of phases that this plan will <br />be constructed under. Mr. Mack stated that the County Board uses a five-year capital <br />improvement program, therefore, the project will be completed under five phases. He indicated <br />that this phase will include the architecture and the play areas. The plan identified three separate <br />play areas, however, four play areas may be constructed.
