ARDEN HILLS PLANNING COMMISSION - FEBRUARY 2, 2000

DRAFT

8

will be located at the beach. Near the existing beach building will be a typical, handicap .
accessible play structure. At each of the two picnic shelters, a smaller play area will be
constructed.

Mr. Mack stated that the next phase of construction will include the trails to the north. He
indicated that a significant amount of park land will be located north of the railroad tracks. The
first issue to deal with under this phase will be to provide a pedestrian underpass under the
railroad tracks. The trails will then be tied into trails on County land as well as existing
municipal trails. The intent will be to accomplish this phase next year. The funding for this
phase has been requested and the County has been able to augment some of its funding with a
State Recreation Grant.

Mr. Mack stated that the final phase will be to deal with the western portion of the site. This area
has been identified as a future day-camp area and a possible arboretum. These improvements are
not in the funding phase and will not occur in the foreseeable future. There currently is a
residence in this area as well as some composting activity which will continue with this plan.

Mr. Hagen indicated that the County was looking for a different style of building to fit with the
park. Many different styles had been considered and studied and the prairie style was determined
to be most appropriate due to the layout of the park and existing vegetation. One primary design
element of the prairie style building was the flat low slung roof.

Mr. Hagen presented color renderings of the proposed gazebo. Mr. Mack noted that the initial a
study of the reconstructed park indicated that the reservation picnic areas would be on the north ..
side of the road. However, it was decided that there should be a place for people to sit and enjoy
the lake in a non-reservation shelter, and the proposed gazebo would fill this need.

Mr. Hagen stated that the proposed gazebo would not include picnic tables. Benches along the
walls will be provided. He explained the proposed materials and indicated that the building
materials will be consistent with all the buildings.

Mr. Hagen presented color renderings of the proposed picnic pavilion that will be located at the
top of the hill. This shelter will accommodate up to roo people. The pavilion was proposed to
be L shaped to allow the shelter to be used for separate activities. The pavilion will include a
small kitchen for catering and two restrooms. The floor will be extended beyond the building
roofto allow outside seating.

Mr. Hagen presented color renderings of the proposed beach building which will be located west
of the existing beach building. This structure will include a life guard station, first aid room,
restrooms and a vending machine alcove. The floor of this building will be extended for outside
seating. Commissioner Sand asked if consideration had been given to adding signage on the
large mass of wall that will face the roadway. Mr. Hagen stated that windows had been
considered to break up the walL However, the materials being used will provide a relief and
texture difference. Mr. Mack noted that there will be an opening in the building which will allow
the lake to be seen from the roadway through the building. .

Mr. Hagen presented color renderings of the proposed picnic shelter that will be located on the
north side of the road, east of the parking area. This shelter will accommodate up to 50 people
and included counter tops and electrical outlets.
