Extent to which the plan allows for neighborhood park and recrcation areas as well as larger community-wide
open space areas.
. Extent to which the plan provides space for four-season recreation.

Evaluation of Plan: This scenario provides space for a multiplex of sports fields in the southwest comer, as well as
for a recreational arca adjacent to the school near the village center. Neighborhood parks totaling 10-15 acres would
be included in the residential areas, although they are not yet shown on the map due to the level of detail being used
at this time. The site also includes a golf course. The nature preserve would provide ample passive space, as would
the interpretive center included in the governmental area east of the village center. Four-season recreation have been
planned for. Overall rating: Excellent

RC2 Does the plan protect sensitive natural areas and threatened, rare or unusual species?

Indicators
. Extent to which roadways in the plan avoid crossing or otherwise causing potential harm to wetlands, steep
slopes, critical wildlife habitat and significant vegetation.
. Extent to which the plan would create impervious surfaces (including roadways and streets) generating
stormwater runoff that may contain fertilizers and other pollutants.

Evaluation of Plan: This scenario was developed using the most up-to-date information about natural areas on the
site. As a result, it goes out of its way to respect sensitive natural features. However, it would create impervious and
partly-impervious surfaces that would need to be dealt with. Overall rating: Good

RC3 Does the plan show a comprehensive system of trails connected to off-site trail systems?

Indicators
. Extent to which trails lead to significant destinations and activity centers, such as shopping, employment and
recreation areas, both on and off the site.
. Extent to which on-site trails may be connected to off-site and regional trail networks.

Evaluation of Plan: Like the other plans, this scenario can accorrunodate a comprehensive system of internal trails.
Overall rating: Excellent

Economic Development

ECl How much land does the plan set aside for job-producing activities?

Indicators
. Extent to which the plan allows Arden Hills to provide at least one job for each resident of working age.
. Extent to which the plan allocates land for uses capable of generating jobs that pay wages and salaries at or
above the median regional household income.

Evaluation of Plan: This scenario allocates about 240 acres, or 10% of the site, for employment-generating uses.
Based on a site coverage of 20%, this area could provide up to 8,000 jobs.
