However, connections could be made
to the Flex Route 209 for access anywhere in Lino Lakes, Lexington, Circle Pines, or Centerville..

e

The 2S% Growth scenario makes further improvements to the frequency of Line 2S5, increasing its
attractiveness and capacity.

260. RoseviIJe-Minneapolis RAPIDBUS (All Day Express)

New haff-hourly express service is proposed between Rosedale Transit Center and Minneapolis,
with timed connections to the many local lines converging in Rosedale. The express segment
would run nonstop from Rosedale to the University Avenue interchange on 1-3SW. It would then
use the 101h Avenue bridge to Washington into downtown, providing access to the university as
well as the downtown area.

In the 2S% Growth scenario, certain peak period service would continue north of Rosedale in a
loop routing serving the highest-demand areas of Shoreview and northem Roseville. This service
would permit commutes out from Minneapolis to the 1-694/Lexington employment area, as well as .
inbound commutes from Victoria Avenue into the city.

268. Maplewood-Minneapolis

Current Line 36 service is retained as Line 268, providing peak-direction express service from
Maplewood Mall and the Highway 61/County Road C Park-and-Ride to Minneapolis. every 20
minutes during peak hours. The extensions into White Bear Lake are replaced by connections with
Lines 270 and 218.

e

ST. PAUL BASED EXPRESSES AND RAPIDBUS (270-299)

270. White Bear Lake-Maplewood-St. Paul RAPIDBUS (All Day Express)

A major new service is proposed to replace the weak outer portions of Line 15 in the denser
portions of the City and Township of WMe Bear Lake. From Centerville Road & Highway 96, Line
270 would run via Highway 96, Otter Lake, 41h to downtown White Bear Lake, then south via White
Bear Avenue to Maplewood Mall. This service would then continue as a new all-day express
service to downtown St. Paul. Riders from many other local lines will have timed connections to
this service at Maplewood Mall. Service would run every 30 minutes all day, connecting with every
trip of most of the local routes serving Maplewood Mall, and continuing with the same headway to
downtown White Bear Lake and the pockets of density around Otter Lake.

275. Centerville-Vadnais-St. Paul Express

This route is identical to the current Centerville express service, except that it uses Centerville
Road instead of '-3SE north of its Vadnais Heights stop at Highway 96. This alignment is almost as
fast as the backtracking alignment used today, and provides both additional coverage and
additional opportunities for few Park-and-Ride locations close to '-3SE.

e

NelsonlNygaard Consulting

5-10

November 2, 1999
