,

ARDEN HILLS CITY COUNCIL - FEBRUARY 28, 2000

DRAfT

10

f

Mayor Probst stated he has announced a spring construction very boldly at the last three Town .
Hall meetings so he would like to be able to finally demonstrate that the City has "made it" and
the project is moving ahead.

Councilmember Rem stated she has concerns about setting the date for the groundbreaking if it
has not yet beenleamed from the military that the City can be on the site on that date.

Mayor Probst stated the City has received a written confirmation that the City can be on the site
by that date for a groundbreaking and that the event could even be in March if the City desires.

Councilmember Aplikowski noted the Town Hall meeting is scheduled for April 1 with the bulk
of the meeting to be held in the Great Hall from 8:30 a.m. to 10:30 a.m. and then the audience
will move to the general area for booth visiting and gathering.

Mayor Probst suggested the meeting start at 9:00 a.m. He noted that last year the Ramsey
County Sheriffs Department conducted dog demonstrations afterwards which were attended by
quite a few people. He asked if April 29th is a more comfortable date for the groundbreaking
since the newsletter could be used as a means of communication. He noted that a postcard
mailing could also be considered.

Councilmember Larson agreed that the groundbreaking will be a photo opportunity and it would
be nice to have dignitaries in attendance. However, he likes the idea of having residents feel they .
have an investment in it. He stated he likes the idea of inviting residents and giving them the
opportunity to attend and see the beautiful new site for the City Hall and make it more of an
event.

Mayor Probst stated a tent with refreshments could be considered.

Councilmember Larson stated it would be a sure way to get more people if the Town Hall
meeting and the groundbrcaking ceremony were held together.

Mayor Probst stated he believed the Town Hall attendance would be better if it is held at Bethel
College.

Councilmember Grant stated the City wants to assure residents are notified adequately so they
attend the groundbreaking ceremony. He noted that a later date provides more time to advertise,
encourage involvement from the community, and "iron out" any possible issues with the Army.

Councilmember Larson stated his support to hold the Town Hall meeting at Bethel College,
given the nUI1lber of organizations and people who participate.

Councilmember Grant asked if the groundbreaking ceremony has to be held on the same day as
the Town Hall meeting.

Mayor Probst stated it does not, except that is his personal preference for reasons already stated.
Councilmember Aplikowski stated letters need to be sent to dignitaries if they are going to
attend.

e
