The City of Minneapolis provides a comprehensive application packet to applicants . <br />for administrative review of antennas. She noted the memorandum from the City of St. Louis <br />Park regarding their water tower policy. <br /> <br />City Planner Chaput stated that staff recommends that the Planning Commission review and <br />discuss this information at the meeting. The City's current antenna section of the zoning <br />ordinance should be reviewed and proposed amendments should be made to address the above <br />listed issues. Staff will bring proposed ordinance changes to the next Planning Commission <br />meeting for discussion or a public hearing at that time, depending on the outcome of the first <br />discussion meeting, <br /> <br />Commissioner Galatowitsch asked how current tenants would be handled if the City were to <br />limit the clustering. City Planner Chaput stated this is up for discussion by the Commission. <br /> <br />Commissioner Baker stated he would like to see the towers maintain antenna rental due to the <br />fact he doesn't want to see additional towers throughout the City, City Planner Chaput <br />concurred and noted the only concern is that the ground equipment needs to be organized and <br />planned better for the future. <br /> <br />Commissioner Sand asked ifthe plan before the Commission was to amend the current antenna <br />Ordinance. City Planner Chaput stated she is only asking that the Commission considering <br />adding language to allow for antennas on the water towers and to organize the current and future <br />ground equipment. . <br /> <br />Chair Erickson asked if all ground units were exposed to the elements. City Planner Chaput <br />stated a fence was placed around the Ariel ground units and that all ground equipment is weather <br />tight. <br /> <br />Chair Erickson asked for the primary objection ofthe Water Tower's Antenna moratorium, City <br />Planner Chaput stated the City has received numerous requests at this time and that the antenna <br />companies are not willing to work together for conformity ofthe ground structures surrounding <br />the tower, <br /> <br />City Planner Chaput asked for a recommendation on the ground structure organization from the <br />Planning Commission. Chair Erickson suggested approaching the City of St. Louis Park for <br />direction in this area, Commissioner Galatowitsch concurred. City Planner Chaput noted she <br />would contact them for additional information. <br /> <br />Commissioner Sand asked if the City could look into stealth antennas for additional architectural <br />screening and design. Commissioner Baker concurred and stated he would like to eliminate the <br />open tower design, <br /> <br />The Commission asked staff to revise the current Antenna Master Plan as stated above and <br />review it with the Commission at the next Commission meeting. <br /> <br />COUNCIL REPORT <br /> <br />e <br /> <br />Councilmember Larson reviewed the City Council's actions of their last meeting where they <br />dealt with and approved all three planning items.
