Off-street parking for no more than two (2) additional vehicles than those required by the <br />occupants shall be permitted; on-street parking shall not be used to satisfy required parking; <br />There appears to be room for approximately five vehicles along side of the driveway on-site for <br />workers. There is also area on the driveway and within the garage for vehicles. The pictures, as <br />shown in Exhibits C and D, show that at least four vans sit, angle parked, off the driveway. The <br />applicant also states that there are typically five vehicles parked in the driveway and two on the <br />street. This exceeds the maximum permitted of two additional vehicles beyond those used for <br />the residents of the dwelling. <br /> <br />6. It requires delivery of products to the premises no more than once per day. <br />Deliveries of products to the resident do not exceed the frequency of no more than once per day. <br /> <br />Always Wood Flooring has been in operation at this location for three years without the required <br />approvals from the City. The applicant was unaware that this was a requirement and was not <br />made aware of this until this past Spring. The applicant has worked to provide everything <br />necessary to the City for the approval of this business and is open to any suggestions on how she <br />could improve the current situation. However, the business, as it currently operates, does not <br />meet the requirements of the Zoning Ordinance for a Class II Home Occupation. <br /> <br />Ms. Chaput stated that staffrecommends that Planning Case #00-33, Special Use Permit (Class <br />II Home Occupation) for the operation of a business (Always Wood Flooring) in a single-family <br />home, located at 3810 New Brighton Road, be denied since the application is unable to meet the <br />following minimum requirements of the Zoning Ordinance for a Class II Home Occupation: <br /> <br />1. It is noticeable that the property is being used for non-residential purposes due to the <br />number of employee vehicles and work related vehicles on the site; <br />2. More than one person not residing in the residence is employed to assist in the business <br />activity; and <br />3. The business in not permitted to have more than two vehicles on-site, in addition to those <br />required by the residents, on a daily basis and this limitation is exceeded. <br /> <br />Ms. Chaput stated that if the Planning Commission makes a recommendation on this Planning <br />Case, it would be heard at the Monday, September 25, 2000, regular meeting of the City Council. <br /> <br />Gayle Gulsvig, 3810 New Brighton Road, stated she is the owner of the home in question and <br />invited the Commission's questions. She added she regularly talks to her neighbors, who have <br />never had any objections to her business. <br /> <br />Ms. Gulsvig stated she has tried not to offend anybody in her neighborhood. She added that she <br />would consider an alternative parking location for her vehicles. She noted that she bought the <br />home when she realized her business was expanding and she needed more space. <br /> <br />Ms. Gulsvig stated she believed the location of her home was suitable as it is across from a <br />library and a church which generate a lot of traffic. She added she would consider allowing an <br />access to her property from County Road E2. <br /> <br />Ms. Gulsvig stated that there are two people working in the home beside herself, and between <br />them, they work approximately 40 hours per week. <br />Acting Chair Nelson closed the public hearing at 8:54 p.m. <br />
