<br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS PLANNING COMMISSION - September 6, 2000 <br /> <br />11 <br /> <br />This Planning Case will be reviewed at the Monday, September 25,2000, City Council meeting. <br /> <br />TOM GOSERUD - 4350 HAMLINE A VENUE SOUTH - MINOR SUBDIVISION - <br />CONCEPT DISCUSSION <br /> <br />Ms. Chaput stated that Tom Goserud was in attendance to discuss a possible minor subdivision at <br />his property, and receive the Commission's comments. <br /> <br />Mr. Goserud stated he has begun gathering preliminary information with regard to subdividing <br />his property, and added he hopes to put together a proposal incorporating the Commission's <br />comments. He noted the preliminary plans were prepared with the assistance ofthe City's <br />former planner. <br /> <br />Acting Chair Nelson stated he lives near this property, adding he was unaware the lot was so <br />large. He added that Mr. Goserud operates a plant business there. Commissioner Galatowitsch <br />asked whether the business would close ifthe property were subdivided. Mr. Goserud confirmed <br />this. <br /> <br />Commissioner Baker stated, in his opinion, it would be most appropriate to acquire a vacant lot <br />located on Amble Road as well as part of Mr. Goserud's neighbor's property and create an access <br />off Amble Road to the property. Mr. Goserud stated the lot on Amble Road is unbuildable land <br />designated for the Watershed District. <br /> <br />Ms. Chaput stated she would not be in favor of supporting this lot division which would create <br />properties with no public street frontage. She added this would affect future development in the <br />area as well as have implications with regard to fire codes and public safety. <br /> <br />Acting Chair Nelson stated that fire code would require a turnaround at the end of the driveway, <br />which would take up a large portion of the third lot. <br /> <br />Commissioner Galatowitsch expressed concern that such a lot division would set a precedence <br />for other residents with large lots. She added she is also concerned with regard to creating lots <br />which do not have public street access. She noted that Mr. Goserud presumably purchased his <br />property as one parcel. <br /> <br />Mr. Goserud stated he originally purchased four acres. He added that many homes in the Lake <br />Josephine and Lake Johanna areas have shared driveways, and such precedence is already <br />established. <br /> <br />Commissioner Baker requested clarification Witll regard to the configuration of the proposed lots, <br />and orientation of homes on the lots. Mr. Goserud stated the homes on the proposed lots would <br />face each other. Commissioner Baker asked whether many existing trees would be lost during <br />construction. Mr. Goserud stated the property is heavily wooded and would still be so after <br />construction. <br /> <br />Commissioner Sand stated that access through Mr. Aiken's property from Amble Road would be <br />feasible in terms of long-range planning. He added this proposal would be dependent upon Mr. <br />Aiken. Commissioner Baker stated that the loss of trees on such wooded property would not be <br />without neighborhood controversy. <br />
