<br />ARDEN HILLS PLANNING COMMISSION - September 6, 2000 <br /> <br />12 <br /> <br />Mr. Goserud asked whether the Commission would favor a plan which proposed one newly <br />created lot rather than two lots. Acting Chair Nelson stated a turnaround would still be . <br />necessary. Commissioner Baker stated that a single newly created lot would still not have public <br />street access. <br /> <br />Commissioner Duchenes expressed concern that a single shared driveway would cause traffic <br />problems for incoming and outgoing vehicles. Mr. Goserud stated the single drive would be <br />wide enough for both incoming and outgoing vehicles. <br /> <br />COUNCIL REPORT <br /> <br />Councilmember Larson stated that the City Council, at its recent meeting, had an extensive <br />discussion with regard to the Zoning Ordinance amendments. He added that some amendments <br />were passed. He noted the Council had differing opinions with regard to the definition of <br />Family, as well as the allowable number of cars parked in a driveway. He noted the Council <br />hopes to discuss these items with the Commission at the next Council worksession. <br /> <br />Councihnember Larson reviewed a special meeting which was held August 15, 2000, to discuss <br />construction of the new City Hall facility. He stated that an agreement was reached between the <br />City and the Department of the Army with regard to the Right of Entry to begin construction <br />prior to transfer of title. He added that a contract with Roshon Corporation was approved, with a <br />limit placed on the construction which could commence before transfer oftitle, including <br />preparatory work, installation of utilities, and doing a median cut on Highway 96. He noted that <br />the preliminary approved construction came to $360,000. e <br /> <br />Commissioner Ga1atowitsch asked whether the Council was uncomfortable approving the <br />contract before legal title was transferred. Councilmember Larson stated that after a lengthy <br />discussion involving the City Attorney, it was decided that the contract must be awarded to avoid <br />the possibility of running out of time and rebidding again. <br /> <br />Councihnember Larson stated that the legal transfer and environmental work should be <br />completed by the end of September. <br /> <br />Commissioner Sand asked whether the agreement locked Roshon into the entire contract. <br />Councihnember Larson stated the signed agreement is for the entire contract amount. He added <br />that Roshon had some risk on their part in signing the agreement. <br /> <br />Councihnember Larson reviewed the Council's August 21 worksession at which the Ingerson <br />neighborhood plans were discussed, including City staffs findings as well as the neighborhood <br />group's report. He stated the Council will discuss the reports at their September 11 meeting, <br />after which staff will be directed to change the feasibility study to best reflect the findings on the <br />issues. He noted it is a long but necessary process. <br /> <br />Councilmember Larson reviewed the Council's August 28, 2000, meeting at which the planning <br />case involving administrative approval for Gateway Boulevard properties was approved. He <br />stated the Commission had recommended the increase of office space in 1887 Gateway a <br />Boulevard to 25%. He added that staff did not feel comfortable with that decision and requested . <br />that the same process be followed in each case. <br />
