<br />ARDEN HILLS PLANNING COMMISSION - OCTOBER 4,2000 <br /> <br />3 <br /> <br />. Ms. Chaput stated that ifthc Planning Commission makes a recommendation on this Planning <br />Case, then it would be heard at the October 30, 2000 regular meeting of the City Council. <br /> <br />Acting Chair Nelson closed the public hearing at 7:37 p.m. <br /> <br />Commissioner Duchenes stated she lives in the area and is familiar with the properties in <br />question. She added that a new home on either lot would be tight with or without the pipeline <br />easement, and neighbors would welcome a lot combine which would allow more space between <br />homes. <br /> <br />Commissioner Duchenes stated, with regard to the area's zoning, that the Planning Commission <br />had reviewed that issue in relation to the Comprehensive Plan, She added that City staff might <br />wish to review the Comp Plan to determine the outcome ofthat discussion. Ms. Chaput stated <br />the building inspector brought that to her attention. <br /> <br />Commissioner Galatowitsch asked whether the City has determined why TCAAP never got rid <br />of the easement. She added it would seem the owner would wish to have that completed. <br /> <br />. <br /> <br />Ms. Chaput stated that it was impossible to determine whethcr the pipeline was rcmoved or filled <br />in with cement in this area. She added the same issue came up when the Gateway properties <br />were developed. She noted that the pipeline was filled with concrete on a lot wherc a new home <br />was recently built on this cul-de-sac. <br /> <br />Commissioner Galatowitsch asked whether the applicant had a blueprint of the home to be built <br />on the combined lots, and whether they considered placement of the home with regard to the <br />easement. Ms. Chaput stated the applicant is only requesting a lot consolidation at this time, <br />noting that the single resultant lot would be taxed as one parcel and would be re-addressed. <br /> <br />Commissioner Sand statcd he would have no problem granting the lot consolidation. He recalled <br />a planning case regarding another lot in the area on which the proposed home had to be situated <br />close to the lot line due to the cascmcnt. He added that does not appear to bc a problcm in this <br />case. <br /> <br />Commissioner Sand statcd, with regard to zoning, that the property owner, Mr. O'Meara has <br />remained committed to keeping the single-family nature of the neighborhood despite the multi- <br />family zoning. He added that the R-3 zoning could allow another developer in the future to build <br />something diffcrent from what is currently in the neighborhood. He noted he \vould wish to <br />review the zoning and possibly reach an agrccmcnt with Mr. O'Meara with regard to future <br />development in the subdivision. <br /> <br />Commissioner Bakcr stated that staff memo uses the addresses "Katie Court" and "Katic Lane" <br />interchangeably, and requested clarification. Ms. Chaput apologized, stating the memo should <br />reflect that the lots are located on Katie Court. <br /> <br />. <br /> <br />Commissioner Baker stated he supports the lot consolidation. He added he would favor a <br />condition that would require the applicant to haye a survey completed and recorded with the <br />County which is acceptable to the City Engincer and County Surveyor. He notcd this would <br />signify the official combination of the parcels. Ms. Chaput agrced. <br />
