<br />ARDEN HILLS PLANNING COMMISSION - OCTOBER 4,2000 6 <br /> <br />Ms. Chaput stated that ifthe Planning Commission makes a recommendation on this Planning <br />Case, it wonld be heard at the October 30,2000 regular meeting of the City Council. . <br /> <br />Acting Chair Nelson closed the public hearing at 7:54 p.m. <br /> <br />Commissioner Galatowitsch asked whether the gazebos would be constructed in a similar style. <br />Ms. Chaput stated the gazebos are shown in various diagrams contained in the staff memo and <br />scem very similar in style. <br /> <br />Commissioner Sand noted an additional structure depicted in a diagram situated between the two <br />gazebos. He requested clarification with regard to this structure. Mr. Orlando Logclcn, North <br />Heights Lutheran Church, stated that the structure in question is a pavilion to be constructed in <br />the future. <br /> <br />Commissioner Sand stated that an outdoor stage was located in that area, and plans for a roof <br />over the stage had been discussed. He asked whether that would be considered an accessory <br />structurc. Ms. Chaput stated that supports and a roof would constitute an accessory structure and <br />a building pennit would be necessary for such construction. <br /> <br />Commissioner Sand stated that the proposed plans showing the gazebos are inconsistent with the <br />Church's master plan to the extent that a retirement ccnter and retreat center locatcd in the <br />southcmmost portion of the property are not dcpicted on the mastcr plan. Hc requested <br />clarification. <br /> <br />Mr. Logelen stated that the proposed plans are preliminary stage drawings for plans to be <br />reviewed at a future date. He addcd that is part of the master plan expansion. <br /> <br />. <br /> <br />Commissioner Sand asked whcther the master plan is therefore incorrect. Ms. Chaput stated that <br />thc applicants were not quite ready with the finalized master plan but wanted to construct the <br />gazebos as soon as possible. She added that the applicants intend to obtain Commission approval <br />before future expansions are undertaken. <br /> <br />Commissioner Duchenes asked whether the gazebos will be used for perfollnance purposes and <br />whether any noise issues will arise. Mr. Logelen stated that the gazebos are not intended for <br />perfonnance, adding that the larger gazebo will be a reception area, and the smaller gazebo will <br />be for prayer purposes. <br /> <br />Acting Chair Nelson asked whether the issue with regard to trucks being parked at the rear of the <br />main structure has been rectified. Mr. Ken Kearns, North Heights Lutheran Church, confirmed <br />that there are no trucks in that area. <br /> <br />Acting Chair Nelson asked when the applicants intend to construct the gazebos. Mr. Keams <br />stated they hoped to construct the gazebos this fall, as soon as permission is gTanted. He asked <br />for clarification with regard to timing of the application. <br /> <br />Acting Chair Nelson stated the case would be heard by the City Council at their October 30 . <br />rcgular meeting. He added thc Council will act on the case, and if approved, a permit could be <br />issued thc next day. <br />
