Mr. Joe Lynch
March 8, 2000
Page 2 of3

will be required with you and your staff as part of our work effort. It our work effort would prove 10 be less

involved than we judge it to be at this time, then you will not be billed for the maximum fee.

Relative to the time from the point that you issue authorization to us to commence the work until construction
can commence, it is calculated as follows:

. Preparalion of revised bid documents
. Bid Phase
. A ward Phase
. Contractor Mobilization *
. Total

I month
1 month
1 month

1 month

4 months

. It is possible that the contractor can mobilize faster than a month.

As a matter of courtesy you should also be aware that we will be requesting fee to administer the bid phase for

the City, and obviously Ihe construction phase later on. Last year the bid phase fee was $8,125, or 5% of the

total fee which was based on a $1,887,750 construction budget.

One other issue which needs to be addressed before we commence work is Ihe construction budget. When

bids were taken on March 11, 1999 the low bid was $2,] 76,000 (with brick exterior). The City was prepared to

award a construction contract for this amount. This amount should be adjusted to reffecl inflation at 5%

(recommended industry average), the extension of the sanitary sewer, waler selVice, and the additional

basement and stair, as follows:

. Original Base Bid $2,176,000
. Anticipated Inflation (5%) 108,800
. Sanitary Sewer Extension 115,000
. Water SelVice Extension 55,000
. Additional Basement and Stair h~ 000
. Total projected Low Bid $2,519,800

The construction industry continues to be very volatile, and it is entirely possible that you will not see the 5%

projected inflation increase when bids are taken again. However, it is also possible that the bids will come in

higher.

e

e

e
