Mounds View High School, Water Line Easemeut <br /> <br />Mr. Lynch stated that the School District indicated they wish to participate in a water line <br />connection with the City. He added the City Council authorized staff to proceed with <br />negotiations for the attairllilent of the cascment for the purpose of installing a waterline <br />connection from Mounds View High School property line to Granlsie Road. He noted the <br />School District wants a closed easement. <br /> <br />Mr. Lynch stated that if the easement is left open, people might park on Oramsie Road and <br />access the soccer fields through the easement. He added this will raise the concern ofresidents <br />on Oramsie Road, as well as rcprcsent increased costs to thc City for fences and shrubs, as well <br />as raise privacy issues. He reitcrated that the School Districts wants the easement closed by a <br />fence. <br /> <br />Mayor Probst stated he would favor the City's participation in this water line conncction, but <br />added that staff should remind the School District of other commitments they have made to the <br />Council which havc not been realized, and the Council may havc some reluctance in completing <br />the project if that is the manner in which the School District honors its commitments. <br /> <br />e <br /> <br />Councilmember Larson stated he voted against participation in the water line connection. He <br />added he still feels the City should not be funding a project with the School District, which <br />recently floated the second largest bond issue in State history, and scrves students from many <br />other municipalities. <br /> <br />Councilmember Rem stated that City staff had pointed out that the City could pay in part for the <br />project as the City will also bcncfit by having the water line cOllliection. She asked what a closed <br />casement would look like. Mr. Lynch stated a fence would be located at thc School's property <br />line, although staff will need to continue to have access to the watcr line for repair purposes. <br /> <br />MOTION: <br /> <br />Councilmember Aplikowski moved and Councilmember Grant seconded a motion <br />to direct the City Administrator and City Attorney to pursuc negotiations for an <br />easement for the purposes of allowing for a water line connection from Gramsie <br />Road to Mounds View High School. <br /> <br />Voting on the motion: Probst. Aplikowski, Grant and Rem voted aye. Larson <br />voted nay. The motion carried (4-1). <br /> <br />Councilmembcr LaTson stated he is not opposed to the easement but to thc City's financial <br />contribution to the easement. <br /> <br />e <br />
