<br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER I, 2000 <br /> <br />11 <br /> <br />e <br /> <br />Busch stated that would not be a problem with the proposed building, which could be 18-20 feet <br />high where the roof springs. <br />Commissioner Sand recommended that the applicants might wish to be familiar with other <br />requirements of the Neighborhood Business district. <br /> <br />Commissioner Sand asked whether any consideration had been given as to the type of <br />landscaping or green space to be included in the plan. Mr. Busch stated the landscaping at Mr. <br />Cox's property across the street includes attractive, hardy plants, and the same theme could be <br />carried through at this site. <br /> <br />Commissioner Sand asked whether the applicants have had any discussions with surrounding <br />residents. He added Presbyterian Homes has indicated their support as primary financiers of the <br />project. Mr. Busch stated that no discussions have been scheduled yet. <br /> <br />Commissioner Nelson stated the proposed on-street parking on New Brighton Boulevard would <br />provide parking along the right-of-way and would increase the overall neighborhood feel of the <br />development. Commissioner Sand stated approval would need to be obtained from the County. <br /> <br />Mr. Busch stated that Presbyterian Homes has indicated a willingness to allow remote parking at <br />their facility if necessary. He added there are 13 proposed parking spaces on site, <br /> <br />e <br /> <br />Commissioner Galatowitseh asked whether parking had been considered along the property's <br />northern parameters. Mr. Busch stated the building narrows significantly to the south which <br />would lessen the amount of possible building space. He added that a triangular building was <br />originally considered, but was not financially feasible. <br /> <br />Mr. Busch asked whether the Commission would consider supporting such a development. <br />Chair Erickson stated the development would be welcome in the area. He added the setback <br />variances would have to be reviewed, He noted that on-street parking permission from the <br />County might be an obstacle. <br /> <br />Chair Erickson stated he would wish the north side of the proposed structure to be less a solid <br />mass as it sits very close to adjacent property. He added this is an aesthetic concern. He noted it <br />would be advisable to meet with neighbors to review the overall design. <br /> <br />Mr. Busch stated that it was necessary for Mr. Cox to obtain variances from the City of Roseville <br />and the County for his property across the street. He added that the overall design and additional <br />green space made it desirable. <br /> <br />Mr. Cox stated that ifthe City's specified setbacks are required on the proposed project they will <br />not provide enough buildable space. He added that the neighbors will hopefully view the <br />development as an improvement to the area with the necessary setbacks. <br /> <br />Chair Erickson stated that remote parking at Presbyterian Homes would be a benefit and would <br />reduce parking on-site. Mr. Busch stated the on-site parking should be reserved for residents. <br />e He added there are currently 7 proposed parking spaces, <br /> <br />Commissioner Baker stated the plans appear to exceed lot coverage and floor area ratio <br />requirements.
