She added there is plenty of room <br />within the boundaries of the lot to accommodate the larger compactor. She reiterated that the <br />proposed compactor is required for this business to operate efficiently, She noted there are no <br />other zoning code requirements that require review for this application, <br /> <br />Ms. Chaput stated that staff recommends approval of Planning Case #00-40, Planned Unit <br />Development amendment for 4300 West Round Lake Road for the expansion of a trash <br />compactor from eight yards to forty yards, with the following conditions: <br /> <br />1. Construction of a screening fence in the location shown on the applicant's plan of the <br />same materials, opacity and height of the existing screened enclosure to the west of the <br />existing compactor, screening liquid nitrogen tanks. <br />2, Application for a building permit must be made with the Building Inspector. <br /> <br />Ms, Chaput stated that if the Planning Commission makes a recommendation on this Planning <br />Case, then it would be heard at the Monday, January 8, 2001 regular meeting of the City Council. <br />She added that the City Council does not hold a second meeting in December, 2000, and the <br />sixty days will be extended an additional sixty days for this application due to the holiday time <br />table, <br /> <br />. <br /> <br />Commissioner Baker asked whether the applicant is proposing the relocation of the existing <br />compactor. He added that Exhibit C-3/8 of the staff memo is a photo which depicts a small <br />compactor located to the east of the nitrogen tanks, Suzanne Compton, a representative of <br />Manufacturers' Services, stated that photo shows a dumpster which is used for wood skid <br />recycling which is on-site permanently, She added the dumpster is emptied approximately once <br />a month. <br /> <br />Commissioner Sand asked whether that dumpster was included in the request. Ms. Chaput stated <br />she was unaware of the presence of that particular dumpster. She added that she has brought <br />such issues to the attention of United Properties, the property owner. <br /> <br />Ms. Compton stated the wood skid dumpster is not a permanent fixture as it is taken away and <br />emptied. She added that wood skids would clutter that area if the dumpster were not utilized, <br /> <br />Ms, Chaput stated that she has met with Kelly Ortley, Property Manager for United Properties, <br />about this and other dumpsters. She added Ms, Ortley is concerned with screening requirements <br />for the dumpsters on this site, She noted this issue could be brought to Ms, Ortley's attention, <br /> <br />Ms. Compton stated that her company has grown in recent years and has found its current <br />compactor to be insufficient. She added that a bigger compactor would be installed in the same <br />location as the current compactor, <br /> <br />Chair Erickson stated the proposal is reasonable, He added the applicant is willing to extend the <br />fence which is unusually tall. Ms, Compton stated the fence is 20 feet tall to cover the heights of <br />the tanks, <br /> <br />. Chair Erickson stated this case reiterates the Commission's concern with the lack of sufficient <br />screening at this location. He added the Commission has brought this concern to United <br />Properties in conjunction with previous planning cases. He noted he would favor wingwalls <br />which would screen the entire area from the road. <br />
