<br />ARDEN HILLS PLANNING COMMISSION - JANUARY 3, 2001 <br /> <br />12 <br /> <br />Commissioner Sand asked if the City's portion of the preliminary expenses were budgeted for <br />2001. Mr. Post indicated the roadway improvements were not budgeted for 2001 but were in the . <br />road improvement plan. Ms. Chaput indicated the bridge issues are still in discussion with the <br />City of New Brighton as well. <br /> <br />Commissioner Zimmerman asked for the possibility of using eminent domain to acquire the ATS <br />Steel property. Mr. Carlson indicated after recontacting them a second time, the owner was more <br />hopeful as to the possibility of the sale. He noted ATS Steel was creating a proposal for the <br />value of their property and business. Mr. Carlson explained they are aware the City would step <br />in if negotiations were not successful. <br /> <br />Chuck Hagager, consultant representing Mr. Vahn, noted he is in the process of proposing a 17 <br />acre business site to the east of the proposed property along Gateway Boulevard. Mr. Hagager <br />noted Mr. Vahn is concerned with the available capacity of the roadways to this development. <br /> <br />Chair Erickson closed the public hearing at 10:04 p.m. <br /> <br />Chair Baker questioned the timing of this project. Mr. Carlson noted after approval of the <br />preliminary plat and concept PUD, the project would move forward to final plat. <br /> <br />Chair Baker asked why there was a sense of urgency in approving the preliminary plat. Mr. <br />Carlson stated if the Commission is not interested in allowing them to move forward with this <br />type of development, then they would not proceed with purchasing additional land. <br /> <br />e <br /> <br />Chair Baker questioned if the suggested easements by the applicant could be reviewed as <br />proposed. He stated a public trail would be desired along the boulevard or freeway. Mr. Carlson <br />stated he would not have this incorporated within this plan as a formal request has not been made <br />to date. He indicated this could certainly be accomplished though, as park dedication was a <br />requirement. <br /> <br />Commissioner Zimmerman asked how the billboards would exist relative to the outlots. Mr. <br />Carlson stated only one of the billboards would be in front of the proposed building but there was <br />enough space to overcome the obstacle. <br /> <br />Commissioner Sand asked if the Commission should first act on the lot consolidation and <br />replatting. Ms. Chaput stated she felt the most important portion of the applicant's request was <br />to replat the outlots for the billboards. <br /> <br />Commissioner Zimmerman asked if eminent domain could be used for the taking of the billboard <br />outlots. Mr. Post indicated the taking of those billboards would be too expensive for this site to <br />remain profitable. <br /> <br />Commissioner Galatowitsch asked if a representative was present from Morris Companies. Ms. <br />Chaput noted they were notified of the Planning Case by the City. Mr. Carlson indicated he has <br />had conversation with representatives from Morris Companies who indicated they are aware of <br />the preliminary plat and concept PUD issues before the City. e <br /> <br />Commissioner Sand moved, seconded by Commissioner Galatowitsch, to recommend approval <br />of Planning Case #00-46, Preliminary Plat of the existing Morris parcel into two outlots <br />
