The proposed Outlots, A and B, do not meet the minimum requirements for a developable <br />lot and will not be developed in the future, as platted; <br />2. All proposed easements, newly created or vacated as per the submitted plan, must be <br />properly filed and recorded with Ramsey County and proof of this action provided to the <br />City; <br />3. Application must be made for a final plat no later than three months after action is taken on <br />this application by the City Councilor the preliminary plat becomes void. <br /> <br />The motion carried unanimously (5-0). <br /> <br />Staff was advised to forward additional cormnents onto the Council for the PUD development as <br />noted within the staff report. <br /> <br />This Planning Case will be reviewed at the Monday, January 11, 2001, City Council meeting. <br /> <br />PLANNING CASE #00-41 - CITY OF ARDEN HILLS - ZONING ORDINANCE <br />AMENDMENT (NB DISTRICT LANGUAGE) SECTION 5 (E) AND (H) #3 - PUBLIC <br />HEARING <br /> <br />Chair Baker opened the public hearing at 10:36 p.m. <br /> <br />Ms. Chaput explained that the City of Arden Hills requests that Section 5 (El and (H) #3 of the <br />Zoning Ordinance #291 be amended to allow multiple family dwelling units in the neighborhood <br />business district, with restrictions. She noted there were several changes from last month, when <br />this item was tabled. <br /> <br />Ms. Chaput stated that on September 27, 1999 (Planning Case #99-04), the language for a new <br />zoning district, the neighborhood business district, was adopted by the City Council and inserted <br />into the City's Zoning Ordinance. She added that while reviewing the proposed rezoning for <br />seven groups of properties for this district at the November 1, 2000 meeting (Planning Case #00- <br />38), the Planning Commission recognized that the neighborhood business district language did <br />not permit any types of dwelling units. Ms. Chaput noted that the Planning Cormnission directed <br />staff to propose an ordinance amendment for the December meeting, addressing this issue. <br /> <br />Ms. Chaput stated this issue was also raised at the November 27, 2000 City Council meeting. <br />She indicated the City Council unanimously approved the change in zoning of the seven groups <br />of properties to neighborhood business, as recommended by the Planning Cormnission. Ms. <br />Chaput noted there was some concern about the limitations of the district language since <br />dwelling units are not permitted. She stated staff informed the City Council that the Planning <br />Cormnission would be reviewing this isslle at the December 6, 2000 meeting. <br /> <br />Ms. Chaput stated the Zoning Ordinance lists a number of different dwelling types that are <br />permitted in various districts of the City. She explained the purpose of the neighborhood business <br />district was to promote pedestrian friendly, mixed-use enviromnents, similar to the popular <br />planning concept of new urbanism. Ms. Chaput noted this type of district should encourage <br />live/work enviromnents within it. <br />
