<br />.f <br /> <br />e <br /> <br />1. Allowable Use <br />In the Gateway Business District, "office" is a permitted use. There is a stipulation by <br />this Section that states that office uses can not occupy less than 25% or more than <br />50% of a project's total floor area. Both Concept Plans are proposing 100% office. <br />However, the purpose of this language was to accommodate a maximum percentage <br />of office for traffic reasons. The Welsh Developments along Gateway Boulevard <br />were limited in their office component to 20% (warehouse for the remaining area) so <br />that more office use could be accommodated on this property when future <br />development occurred. If 100% office is permitted on this site, this has major <br />implications for the development of the remaining parcels in the District, allowing for <br />mainly warehouse development. <br /> <br />e <br /> <br />2. Development Standards <br />a) Building Height <br />The District Requirements Chart of the Zoning Ordinance states a maximum <br />structure height of35 feet for the District. However, Section 5 (M) #5 (b) <br />contradicts this by stating that, "multi-story buildings will be encouraged", "the <br />use of stepped buildings in encouraged" and "the location of buildings relative to <br />their heights will consider views" within the Gateway Business District. The <br />intent ofthe District is to promote high quality, large scale development and take <br />full advantage of the site's location. <br />i) Concept A <br />Concept A is the most intense proposal ofthe two. It proposes two five story <br />office buildings, joined by a two-story entrance atrium in the center. The total <br />office development is 450,000 square feet. The project is stepped with <br />significant heights, creating an important presence at the comer of the <br />interstates. <br />ii) Concept B <br />This concept proposes one central five-story office building and a separate <br />one story office building on either side. The total office development is <br />315,000 square feet. This singular building would have less of an architectural <br />presence than Concept A although still visible at the intersection. <br />b) Building Setbacks <br />Building setback requirements for the District are as follows: 50 feet from streets <br />and exterior property lines; 20 feet from side and rear property lines. The front lot <br />line is defined as that which abuts a public street. Since this property abuts both <br />Interstates and Gateway Boulevard, it appears that the applicant has chosen the <br />front to be on the comer ofthe Interstates. <br />i) Concept A. <br />It appears that this concept meets the minimum building setback requirements. <br />ii) Concept B. <br />It appears that this concept meets the minimum building setback requirements. <br />c) Building Exteriors and Views <br />At this stage, there have been no detailed elevations provided. However, it is <br />important to note that exterior wall surfaces must be of brick, stone or glass and <br />must be compatible with other buildings in the District.
